This volume probes practical dilemmas and competing re- search perspectives in environmental policy analysis. Scholars working in different fields, research traditions, societies, and policy domains offer significant insights into the processes and consequences of environmental policy making. Part 1, "Coping with Boundaries," describes present-day conflict between experts and greater public participation in environmental policy. It shows that the institutionalization of increasingly complex environmental problems has led to a conflict between technocracy and democracy. Part 2, "The Transnational Challenge," examines modes of cooperation between grassroots movements, scientists, and regional authorities in the United States and Canada. These and other modes of cooperation laid the foundations for the Great Lakes Water Quality Agreement, increased the effectiveness of air pollution treaties, and increased climate change. Part 3, "Bio-Hazards: Policies and Paralysis," deals with environmental prob-lems closest to the everyday concerns of the public at large because they have immediate implications for food safety and other values. Part 4, "The Citizens' Perspective," focuses on citizen vis--vis environmental policy, noting that in order to make policies work citizens must be willing and able to participate in policy-making and cooperate in implementing environmental choices. Part 5, "Confronting Ordinary and Expert Knowledge," explores opportunities and constraints affecting public participation in evaluation of science. Part 6, "Developments in Research Programming," addresses such questions as whether scientists still have opportunities to do the research they want without being interrupted or disturbed by policy makers and other stakeholders. Part 7, "Policy Sciences' Aspirations," explores different avenues for improving environmental policy. Volume twelve in the PSRA series should inspire further investigations of the relations among knowledge, power, and participation in environmental policy. Through theoretical discussions and case studies, this volume explores how processes of contestation about knowledge, norms, and governance processes shape efforts to promote sustainability through international environmental governance. The epistemic communities literature of the 1990s highlighted the importance of expert consensus on scientific knowledge for problem definition and solution specification in international environmental agreements. This book addresses a gap in this literature – insufficient attention to the multiple forms of contestation that also inform international environmental governance. These forms include within-discipline contestation that helps forge expert consensus, inter-disciplinary contestation regarding the types of expert knowledge needed for effective response to environmental problems, normative and practical arguments about the proper roles of experts and laypersons, and contestation over how to combine globally developed norms and scientific knowledge with locally prevalent norms and traditional knowledge in ways ensuring effective implementation of environmental policies. This collection advances understanding of the conditions under which contestation facilitates or hinders the development of effective global environmental governance. The contributors examine how attempts to incorporate more than one stream of expert knowledge and to include lay knowledge alongside it have played out in efforts to create and maintain multilateral agreements relating to environmental concerns. This report summarizes a workshop organized by the National Academies' Roundtable on Science and Technology for Sustainability. The workshop brought together a select group of program managers from the public and private sectors to discuss specific cases of linking knowledge to action in a diverse set of integrated observation, assessment, and decision support systems. Workshop discussions explored a wide variety of experiments in harnessing science and technology to goals of promoting development and conserving the environment. Participants reflected on the most significant challenges that they have faced when trying to implement their programs and the strategies that they have used to address them successfully. The report summarizes discussions at the workshop, including common themes about the process of linking knowledge with actions for sustainable development that emerged across a wide range of cases, sectors, and regions.
