Based on extensive research in Indonesia, the book assesses the level of support for JI and examines the Indonesian government's success in dealing with the threat it poses. Barton argues that, while the Indonesian authorities reacted well to the events in Bali, their subsequent response has not been as effective as is commonly assumed. He analyses the 2004 election results and looks at the challenges facing President Bambang Susilo Yudhoyono.

"... even though Southeast Asia launched its 'war on terror' at the end of 2001, this 'war' is not being won for a number of reasons. First, has been the ability of the radicals to exploit the anti-U.S. environment and public anger over the Iraq War, Lebanon and other issues. As many have argued, the American actions worldwide, especially against Muslims have been one of the main sources of recruitment for the cause of Islamist radicalism. Second, following from the above, is the growing perception that the U.S. 'war on terror' is nothing more than a camouflage for a 'war on Islam.'...Third, is the increasing inability of governments in the region, especially in Muslim majority states, to be pro-active in the 'war on terror' for fear of being labeled as anti-Islamic or pro-American lackeys. Fourth, is the apparent failure of governance in most of Southeast Asia.... Finally, due to the sophisticated manner in which the extremists are operating, it has become increasingly difficult to detect the growth of radicalism, as they operate on a cell system and expand through a system of member-get-a-member. All these factors are signposts that the region is fighting a losing 'war of terror' against the Islamist extremists in the region."
