Bagian dari upaya demokratisasi ini adalah untuk membangun institusi yang dapat menyediakan insentif untuk mengembangkan partisipasi dan good governance. Termasuk di dalamnya pemikiran tentang insentif bagi pegawai, politisi, pemimpin komunitas dan masyarakat biasa. Mereka semua perlu menyadari bahwa keuntungan dari suatu perubahan akan lebih tinggi daripada ongkos yang harus ditanggung apabila tidak terjadi perubahan.
