One the one hand, innovation in science of technology promises and delivers great benefits. On the other hand, it is increasingly perceived to threaten the values of health, safety and environmental protection that are so central to the outlook of citizens in the affluent countries of the world. It was with this dilemma in mind that the Inter-Disciplinary Committee and the Environmental Risk Assessment Unit and the Centre for Public Choice Studies at the University of East Anglia decided to hold a conference to explore the benefits and the risks of innovation. The present volume contains the papers given at that conference, revised in the light of discussion and subsequent reflection. After a session devoted to general issues, several case studies were examined in greater detail and the seminar ended with a general discussion of the main issues that had emerged.

Global risk potentials and their interplay with economic, social and ecological processes of change have emerged as a challenge to the international community.
