This report looks at how technology and innovation achieves inclusive and sustainable industrial development (ISID). Its main finding is that ISID is feasible and technology can simultaneously serve all three dimensions of sustainability, including economic, social and environmental. Rapid inclusive and sustainable industrialization can happen more frequently provided that policymakers firmly steer the industrialization process with opportune policies and avoid past mistakes. In some cases, the spread of technology has not materialized in concrete growth opportunities because of the lack of technological capabilities. Innovation needs to be supported by interventions strengthening the process from invention to adoption, as capabilities are developed and high tech manufacturing sectors are created, seeing higher rates of sustainable growth.

Of the 54African states, only South Africa is categorised by the United Nations Industrial Development Organization (UNIDO) amongst industrialised countries. The economic activities in Africa are still dominated by the production and trade of agricultural and mineral commodities. This situation is in spite of the longstanding Africa--European Union (EU) co-operation, which intends, among other things, to support Africa’s industrialisation endeavours. Imperatively, a long road to substantive levels of industrialisation still lies ahead of most African countries. This raises the question as to what role the international community could and should play in the twenty-first century to provide the support needed to expedite Africa’s industrial transformation. This book argues that to supplement the initiatives of each African country, international partnerships, of both a ‘North–South’ and ‘South–South’ nature, will serve better purposes if they are leveraged to develop productive capacities in African economies. In order to enable the African countries to leverage their traditional partnership with the EU for industrialisation, a paradigm shift is obligatory. A feasible model should emulate the Japanese-led ‘flying geese’ model and the Chinese-led ‘bamboo capitalism’ model.

The report has two key objectives - to identify "quality" foreign direct investment (FDI) and to seek an optimal allocation of scarce public funds in Africa by facilitating (largely through investment promotion agencies) the attraction of these investments. Close to 7000 firms (with 36% having foreign involvement) were interviewed in 19 Sub-Saharan African host countries. The report examines the impact of FDI on productivity, training, human capital, competition, employment, wages and trade (exports). The publication of this report is an important step forward in understanding FDI in Africa, its impact and its prospects. It is the start of a process that should see the valuable data that it introduces analyzed and reanalyzed.
