The United States has national interests in the Indian Ocean region, and this paper recommends a US Government policy and a mid-range military strategy to support these interests. The interests of the littoral and major non-littoral nations are identified and examined. Alternative US policies and strategies are developed and evaluated. It is concluded that the primary interests of the United States in the region are to insure that the United States and its allies have access to Mideast oil, that the concept of 'Freedom of the Seas' is maintained, and that no unfriendly nation be allowed to become dominant in the region. The paper recommends that the United States place primary emphasis on diplomacy, and on economic and technical assistance to achieve US objectives.
