The performance of the public services, from education and policing to health and recycling, is a matter of concern in many countries. Issues of public service efficiency, cost, and effectiveness have moved to the forefront of political debate. This book applies the latest thinking from Management and Organization Studies to the performance of public organizations in order to evaluate the merits of different mechanisms for driving improvement in the public sector. Research in Management and Organization Studies on the private sector has identified a number of 'drivers' of improved performance, including innovation, organizational culture, leadership, and strategic planning. Many of these 'private sector' characteristics have emerged within public sector organisations in recent years. However, public managers face additional pressures, whether from regulators, constrained resources, or political interference. This book takes each of these drivers in turn and assesses whether they lead to improvement in public services.Written for students and researchers of Public Management, this book will also be of interest to public managers and consultants.

The productivity of America′s public agencies has never been more closely scrutinized. Taxpayers have drawn the line on what they are--and are not--willing to pay for governmental programs. Both public servants and their clients have an equal stake in making public agencies more productive and respected. Public agencies can be made more efficient, effective, and humane, and Improving Public Sector Productivity shows how. Ellen Rosen provides practical guidance to enhance both the service quality and client satisfaction of public agencies at the local, state, and national level. A wealth of current cases and examples focuses on the issues of quality management, improving service delivery, job reorganization, and worker empowerment. The author also details methods for measuring public productivity. Policymakers, public sector managers, researchers, and students of public administration will find Improving Public Sector Productivity an indispensable toolkit of ideas, strategies, and applications for making better use of taxpayers′ money. "This book is a welcome addition to the literature because it offers practical solutions as well as discussing theoretical issues. . . .The book is aimed at the serious student and practitioner of public administration and because it is written in a way that combines theory with practice, it is accessible to this audience. --Urban Studies "Managers and elected officials will find a ′tool-kit′ of ideas, strategies, and applications for making better use of taxpayers′ money--all based on sound rationale and of proven worth. The productivity concerns provided in the book can help improve service quality and client satisfaction, while being sensitive to employee concerns and asking them to contribute to the enterprise." --Beverly A. Cigler, The Pennsylvania State University "Ellen Doree Rosen′s book, Improving Public Sector Productivity, Concepts, and Practice provides some very useful information and ideas on how to attain higher levels of productivity. The book succeeds, however, in clearly explaining the many constraints on public administration which militate against achieving high levels of focus and efficiency. Improving the Public Sector Productivity et al. is thought provoking, intelligent, and one of the more practical public administration texts I′ve read. I recommend it to professors and students for its clear-eyed description of the issues practitioners must deal with in attempting to improve the way public business is conducted. It is a superior guide for those in the field who could often use a conceptual framework to help assess where we are and to mark a path in the direction we need to go." --Mark Miller, Orange County Chapter of the American Society of Public Administration

The government performance movement has been in full swing for decades around the world. So, why do so many public programs and organizations continue to underperform? A major reason is that measuring the types of performance that people value most -- real outcomes for citizens -- continues to be an elusive goal. And why is performance measurement so difficult? Because performance managers have not taken full advantage of the tools and knowledge available in the field of program evaluation; the worlds of performance measurement and program evaluation have much to learn from each other, but they remain largely separate for reasons of history, politics, and inertia. Improving Public Services spotlights recent advances in the theory and practice of performance measurement with potential to bridge the divide. As the text's essays, case studies, and comparative analyses demonstrate, many of the challenges to outcome-based performance measurement are similar across national and cultural boundaries. And many of these challenges are amenable to solutions drawn from program evaluation, especially program theory as captured in logic models. Key issues addressed include designing and implementing high-performance contracts, using administrative data to measure performance and evaluate program effectiveness, minimizing the unintended consequences of performance-based incentive schemes, measuring qualities of governance as well as service delivery, and fitting performance systems to different institutional settings. The authors offer insights relevant to charitable organizations, private service providers, international bodies, municipalities, states, and national governments in developed, developing, and transitional countries. As the global debate over performance management rages on, this volume points to promising directions for future research and practice at the intersection of program evaluation and outcome-based public management.

Providing Quality In The Public Sector written by Lucy Gaster and has been published by Public Policy and Management this book supported file pdf, txt, epub, kindle and other format this book has been release on 2003 with Political Science categories.
This book argues that if public services are to be 'reformed' or 'improved', achieving the best possible quality of service is essential. It starts from the premise that citizens and users are the key 'stakeholders'. They need to be consulted and involved at every stage. Within inevitable resource constraints, it is their needs, balanced with those of society, which must be met. Service providers need to change their culture and behaviour to make this happen. This book presents a straightforward and comprehensive model for understanding quality and putting it into practice. Existing quality philosophies and approaches are examined. Overviews of recent policy on quality in central and local government, in the health service, and in public service partnerships are included. Finally, five practitioners present practical 'vignettes' of citizen involvement, local partnerships, and quality improvement in health, housing and local government. Providing Quality in the Public Sector is essential reading for students and practitioners in the fields of public policy, local government, health, housing and the voluntary sector.

How are public service organizations governed? How can their performance be measured, managed and improved? Public services play a central role in the well-being, sustainability and growth of communities, cities and nations. Managing to Improve Public Services shows how management can be harnessed to improve a range of public services (e.g. policing, health, local government) by examining them through different theoretical lenses (e.g. governance, innovation and change, performance metrics and management). It advances both theory and practice, beyond traditional public administration and 'new public management', by considering the interrelationships between governance and public management. The book is written by a group of leading social science and management specialists, who were awarded the prestigious ESRC/EPSRC Public Service Fellow awards as part of the Advanced Institute of Management Research initiative. It will be of interest to graduate students, academics and policy makers involved in public service management and performance measurement.
