An ICT-enabled procurement system and government adoption of e-commerce can transform business processes between the suppliers in the private sector and the Government. E-procurement promotes greater accountability of the Government, increases efficiency and cost-effectiveness and enables equal access to the public sector market. Developing countries can use e-procurement as a tool to achieve better governance and enhance economic development. The International Conference on E-procurement assisted the participants to gain a better understanding of e-procurement and e-government, and build capacity for the planning and implementing of an e-procurement system. The workshop was intended to assist the participants in defining priorities and specific actions for progressing to e-procurement. Some of the topics addressed at this conference included: re-engineering internal processes of government/public administration, factors critical to the successful implementation of e-procurement including e-training of government officials; stakeholder participation in e-government projects; building community and government leadership; and security and privacy issues in e-procurement. Participants were required to submit a proposal for implementing e-procurement in their countries, which could potentially be executed.

Presiden telah menetapkan agar semua kementerian dan pemerintah daerah harus mematuhi untuk pengadaan mereka melalui mekanisme e-procurement. Namun, sampai 2012 tahun fiskal, penelitian ini ditemukan bahwa hanya sekitar 10,26% pengadaan dari anggaran pemerintah instansi pusat, termasuk kementerian dan 21,10% dari anggaran pengadaan pemerintah daerah yang pengadaannya melalui e-procurement.

Poorly functioning, and often corrupt, public procurement procedures are widely faulted for the low quality of infrastructure provision in developing countries. Can electronic procurement (e-procurement), which reduces both the cost of acquiring tender information and personal interaction between bidders and procurement officials, ameliorate these problems? In this paper we develop a unique micro-dataset on public works procurement from two fast-growing economies, India and Indonesia, and use regional and time variation in the adoption of e-procurement across both countries to examine its impact. We find no evidence that e-procurement reduces prices paid by the government, but do find that it is associated with quality improvements. In India, where we observe an independent measure of construction quality, e-procurement improves the average road quality, and in Indonesia, e-procurement reduces delays in completion of public works projects. Bidding data suggests that an important channel of influence is selection -- regions with e-procurement have a broader distribution of winners, with (better) winning bidders more likely to come from outside the region where the work takes place. On net, the results suggest that e-procurement facilitates entry from higher quality contractors.

Due to its characteristics, size and impact, e-procurement has a strategic importance for public administration, since its implementation necessarily crosses many institutional barriers and paradigms of many public managers. Many nations around the world are developing or revamping their National Public e-Procurement Systems. E-procurement brings a set of new rules and dynamics that create ways of doing business with the State in a totally different fashion, with a whole new and bigger set of participants, new incentives and a radically different cost structure. This case describes the experience of Costa Rica in implementing two different approaches for national e-procurement and the implications for public policy, e-government strategy and business development. Costa Rica has become an interesting laboratory for the world, since both approaches are coexisting and operating separately. Nevertheless, the country seeks to maintain a single e-procurement platform. The choice of either one of the platforms will bring serious organizational, economic, technological and political consequences for the government. We used multiple data collection methods. The data were collected from 2009 to 2012 from primary sources, studies, consulting work, official documents and the written press. Lessons drawn can be extended to other e-government ventures.
