How did the individual human being become the focus of the contemporary discourse on security? What was the role of the United Nations in "securing" the individual? What are the payoffs and costs of this extension of the concept? Neil MacFarlane and Yuen Foong Khong tackle these questions by analyzing historical and contemporary debates about what is to be secured. From Westphalia through the 19th century, the state's claim to be the object of security was sustainable because it offered its subjects some measure of protection. The state's ability to provide security for its citizens came under heavy strain in the 20th century as a result of technological, strategic, and ideological innovations. By the end of World War II, efforts to reclaim the security rights of individuals gathered pace, as seen in the Universal Declaration of Human Rights and a host of United Nations covenants and conventions. MacFarlane and Khong highlight the UN's work in promoting human security ideas since the 1940s, giving special emphasis to its role in extending the notion of security to include development, economic, environmental, and other issues in the 1990s.

This book evaluates how far the UN has embraced human security as a policy agenda and explores its relevance for international law. The extent to which the UN has embraced human security as a viable policy agenda has implications and consequences for international law, such as the challenge to basal precepts including the principle of non-intervention. Equally, determining the relevance of human security for international law speaks to the extent to which the UN operates as a norm giver and, ultimately, a law-giver in the international landscape. Thus, the study is situated within a broader assessment of the interaction between the UN and international law. Drawing on International Relations theories, especially critical security studies, and on trends in international law and constitutionalism, amongst others, the book addresses the following questions: the contribution of the UN to the development of the idea of human security; the extent to which, if at all, the UN has translated human security into practice; whether the UN is an appropriate forum for pursuing a human security policy agenda; whether human security is expressed in international law and, if so, what prospects and challenges face human security in such an environment. There is a clear dissonance between the rhetoric and reality of human security as seen by the fact that as the UN endorsed human security at the 2005 World Summit, the African Union was convening the sixth round of peace talks on the crisis in Darfur. The disjuncture between word and deed exposes a fundamental question as to the role of the UN and law in the international landscape. In short, the book resides at the intersection between idealism and realism and ultimately offers a prognosis of the capacity of the UN - normative, including international law, operational and institutional - to pursue a human security policy agenda. This interdisciplinary book will be of much interest to students of human security, international law, critical security, human rights and IR in general.

This book examines the relationship between women, gender and the international security agenda, exploring the meaning of security in terms of discourse and practice, as well as the larger goals and strategies of the global women's movement. Today, many complex global problems are being located within the security logic. From the environment to HIV/AIDS, state and non-state actors have made a practice out of securitizing issues that are not conventionally seen as such. As most prominently demonstrated by the UN Security Council Resolution 1325 (2001), activists for women's rights have increasingly framed women's rights and gender inequality as security issues in an attempt to gain access to the international security agenda, particularly in the context of the United Nations. This book explores the nature and implications of the use of security language as a political framework for women, tracing and analyzing the organizational dynamics of women's activism in the United Nations system and how women have come to embrace and been impacted by the security framework, globally and locally. The book argues that, from a feminist and human security perspective, efforts to engender the security discourse have had both a broadening and limiting effect, highlighting reasons to be sceptical of securitization as an inherently beneficial strategy. Four cases studies are used to develop the core themes: (1) the campaign to implement UN Security Council Resolution 1325; (2) the strategies utilized by those advocating women's issues in the security arena compared to those advocating for children; (3) the organizational development of the UN Development Fund for Women and how it has come to securitize women; and (4) the activity of the UN Peacebuilding Commission and its challenges in gendering its security approach. The work will be of interest to students of critical security, gender studies, international organizations and international relations in general. Natalie Florea Hudson received her PhD in Political Science from the University of Connecticut and is an Assistant Professor at the University of Dayton. The book asserts that human security derives from the experience and expectation of human well-being which depends on four essential conditions: a life sustaining environment, the meeting of essential physical needs, respect for the identity and dignity of persons and groups, protection from avoidable harm and expectations of remedy from them. Patriarchy being the germinal paradigm from which most major human institutions such as the state, the economy, organised religions and social relations have evolved, the book argues that fundamental inequalities must be challenged for the sake of equality and security. The fundamental point raised is that expectation of human well-being is a continuing cause of armed conflict which constitutes a threat to peace and survival of all humanity and human security cannot exist within a militarised security system. The editors of the book bring together 14 essays which critically examine militarised security in order to find human security pathways, show ways in which to refute the dominant paradigm, indicate a clear gender analysis that challenges the current system, and suggests alternatives to militarised security. There is a real security gap in the world today. Millions of people in regions like the Middle East or East and Central Africa or Central Asia where new wars are taking place live in daily fear of violence.
