Human development is about putting people at the center of development. It is about people realizing their potential, increasing choice and enjoying the freedom to lead the lives they value. Created in 1990, the Human Development Report has explored themes including gender equity, democracy, human rights, globalization, cultural liberty and water scarcity. The past years have witnessed the emergence of a growing consensus on climate change. Governments across the world have seen the warning signs. The science linking global warming to human activity is unequivocal. The economic case for action is compelling: the costs of inaction will heavily outweigh the costs of action. Yet the politics lags behind the science and the economics. Collectively, the world's governments are failing to act with the urgency demanded by the scale of the threat. The window of opportunity for avoiding dangerous climate change is closing fast. This year's Human Development Report explains why we have less than a decade to change course and start living within our global carbon budget. It explains how climate change will create long-run low human development traps, pushing vulnerable people into a downward spiral of deprivation. Because climate change is a global problem with global causes and effects, it demands a global response with countries acting on the basis of their historic responsibility and capabilities.

Although policymakers and practitioners alike have enthusiastically embraced the idea that security and development are interdependent, the precise nature and implications of the dynamic interplay between the two phenomena have been far from clear. The authors of Security and Development: Searching for Critical Connections realistically assess the promise and shortcomings of integrated security-development policies as a strategy for conflict prevention. Addressing cross-cutting issues and also presenting detailed country case studies, they move beyond rhetoric and generalization to make an important contribution to the international conflict prevention agenda.

Globally, the volume of remittances to developing countries exceeds the development aid budgets. This volume explores the contribution of remittances to Africaâ (TM)s finances and provides concrete guidelines as to how these may be expanded. It contains essays by the field leaders in this area which record, review and revise our knowledge base on Africaâ (TM)s remittance patterns. The advent of new information communication technologies can contribute to an expanded capture of remittances from the African diaspora and in Africa new forms of money transfer are already taking shape which reflect this affordance. The volume also examines other resources, such as skills, that the African diaspora remits in its patterns of contact with Africa. The volume, shaped out of a conference on remittances and the African diaspora held at the Institute for African Development at Cornell University, is a timely reminder of the substantial role to be played in Africaâ (TM)s development by Africans themselves.

The historical and cultural richness of the Middle Eastern societies and the role of the state in the countries of the region provide a unique basis to understand the variety of means to address violent conflicts in different societies with a common basis. Against this backdrop, the leading question addressed in the contributions to this book concerns what is the best-suited response to violent conflicts? The question implies that there exist alternative ways of dealing with violent conflicts. And posing this question, there follow immediately other questions: best in terms of what and best for whom: the offender, the victim, the public or all of them? The responses are related to basic concepts of punishment, retaliation and mediation that have evidently been developed everywhere although content and meaning differ. Within this context, the book provides an overview on structural factors, settings and the phenomenology of violent conflicts in fourteen countries of the Middle East and an insight into the variety of types of traditional and modern conflict resolution applied largely in parallel in the region from different perspectives of social, legal and political sciences.
