Originally published in 1981, in this controversial study Dr Kemeny aims to show that owner-occupation is not an inherently superior form of housing tenure to renting. He questions the overwhelming emphasis upon owner-occupation in English-speaking countries as reflected by most politicians and many academics, and argues that the deep emotional commitment to home ownership has prevented both the objective analysis of housing tenure and the emergence of environmental policies that maximise choice. In the first part of the book home ownership is placed in comparative perspective through a critical examination of its supposed advantages, such as security of tenure, and a discussion of its wider disadvantages, notably its exacerbation of housing inequalities and the 'privatizing' effect which it has upon consumption patterns, urban structure and social welfare. The second part is a detailed consideration of three contrasting societies: Australia, a 'home owning' society; Sweden, where cost-renting is widely available; and Britain, where public renting and home ownership are maintained in uneasy compromise. In conclusion Dr Kemeny argues that English-speaking countries should abandon their one-sided policies and aim to develop real choice of tenure in their housing systems. Today it can be read in its historical context.

Home ownership sectors in most European countries have grown in size. Whatever assets European households have acquired in recent decades, real estate appears to form a significant element in wealth portfolios. Frequently, national governments have been active in promoting the shift-in tenure balance. The general question pursued in this book is about the gains and losses accruing to individual households by virtue of their position as home owners. The focus, here, is on financial gains and losses. This book is also concerned with the losses, in the form of repayment risk, related to, difficulties that some households may experience in meeting housing loan repayment schedules. The immediate background to this volume is the Conference on Housing Growth and Regeneration. First published in 1999, this volume examines the issue that, in the last two decades, the housing system in Hong Kong has witnessed a slow but consistent transition from a tenure dominated by public rental housing to one dominated by private home ownership. This book seeks to explain the unique social organization of home ownership in contemporary Hong Kong. Specifically, the book deals with the genesis of home ownership from three areas: housing histories, family culture and capital gains from home transactions. It is agreed that extreme deprivations in housing conditions in early lives, a strong family culture of mutual help as well as unprecedented capital gains, all contribute towards explaining the complex nature of home ownership growth. In conclusion the book suggests that with China regaining sovereignty after July 1997, the social organization of home ownership will be further complicated by more internal migrations from other parts of China, making housing problems even more acute.
