This edited volume explores the significance of the early 'Helsinki process' as a means of redefining and broadening the concept of security during the latter half of the Cold War. The early Helsinki process introduced innovative confidence-building measures, and made human rights a requirement of a legitimate and well-functioning international system, thus providing the framework for disarmament in Europe in the mid-1980s, as well as the inspiration for the later demise of Communism in Europe. Using newly declassified archives, the book explores the positions of the two superpowers and the crucial impact of European Community member states, which introduced European values into the Cold War debate on security. It also shows how Eastern and Central European nations, such as Poland, did not restrict themselves to providing support to Moscow but, rather, pursued interests of their own. The volume sheds light on the complementary role of the neutrals as mediators and special negotiators in the multilateral negotiations; on the interdependence of politics and economics; and on the link between military security and the CSCE process.

What can we say about the shape of things to come in world politics, the probability of different possibilities, and the reflexivity of our anticipations? Building on post-Keynesian economic theory and classical theories of imperialism, the book discusses anticipations that neoliberalism will push the world into a new era of insecurity, confrontations, armaments, and wars. Part I of this volume delves into the acute geopolitical landscape, especially the war in Ukraine. Through the analysis of the lessons from the OSCE process, the focus moves to political economy. Part II “Political Economy” focuses on the dynamics of the world political economy and concludes with discussions on connections between economic and normative theory. Part III concerns global political theory, ending with a cosmopolitan vision of the university’s future. The volume also investigates partial failures of and limits to anticipating the future in open systems. Normative assessments and priorities have also changed in some respects with the world-historical context. The comprehensive introduction addresses the question “what can we learn from all this, and how do these lessons help us anticipate the future better?”. This book will be of great interest to students, scholars, and researchers of International Relations, International Political Economy, Economic History, Development Studies, and Futures Studies. The chapters in this book, except for chapters 3 and 6, were originally published in Globalizations. This volume comes with a new introduction.

This volume provides an up-to-date and detailed tour d'horizon of the exciting diversity of new proposals and mechanisms currently being discussed in order to raise the necessary financial resources to make the achievement of the Millennium Development Goals a reality by 2015. If the MDGs to halve global poverty and significantly improve the conditions of life of the world's poor are to be met on schedule, putting in place the requisite funding is an essential component. The economists in this volume from WIDER, UNDP, and other leading institutions have contributed their analyses as part of the Helsinki Process on Globalisation and Democracy - a high-level multi-stakeholder initiative to develop new approaches to global problem-solving, a global economic agenda and human security. Key resource flows examined include ODA, foreign direct investment, remittances by migrants, commodity export prices, and new ideas to secure sustainable debt relief, including SDRs, debt cancellation, revaluation of IMF gold reserves, debt arbitration, and other proposals. The statistically rich analyses are presented in the context of the complicated trends in global inequality, the incidence of poverty, and the impacts of globalisation. The editors conclude with a thought-provoking set of ideas about the political requirements for effective global economic governance aimed at achieving the MDGs that the world community set itself at the start of the new millennium. The empirical data in this volume and survey of key new ideas for resource mobilisation will be invaluable to all those concerned with global economic governance, including scholars, diplomats, NGO lobbyists, and students studying development economics.
