Marketers, politicians and media institutions often refer to the Latino population as a panethnic construct, a collectivity made up of peoples of several national origins. This study describes how Latinos contribute to, react to, and challenge this construct. The study begins with an overview of pan-Latin American liberation movements that emerged during the period from 1810 to 1825 when many Latin American countries were engaged in the struggle for independence. The historical analysis of Latino panethnic identity also addresses Puerto Rican and Chicano civil rights movements and the diverse racial classifications of Latinos by the U.S. Census. This discussion illustrates how a Latin American collective consciousness has been invoked for purposes that range from the challenging of imperialist forces to the promotion of a niche market. While it is true that Latinos have limited control over how they are categorized, I argue that identity is never entirely imposed by market forces or the state. To make this argument I present case studies on the creation of Latina magazine and the development of the Latin Academy of Recording Arts and Sciences (LARAS). Latina was created in 1996 and LARAS presented the first Latin Grammy award ceremony in 2000. By focusing on print, music, and the televisual presentation of the award ceremony, I discuss the ways in which culture is transformed into a capitalist production. The case studies situate the creation of Latino media within a larger body of communication research on the ideological function of popular culture and the marketing of ethnicity. The textual analysis of Latina and the Latin Grammy award ceremony is enriched by an audience study conducted with Latina middle school students living in a San Diego town that borders Tijuana, Mexico. The study, based on ethnographic work conducted over a two-year period, documents the ways in which young girls police the boundaries of Latino identity while actively consuming, challenging, and critiquing media that is marketed for them. The diverse methodologies and interdisciplinary approach that inform this study serve to theorize the construction of Latino panethnic identity by situating Latinos as both consumers and producers of Latino-oriented media.
