The governance of higher education in the UK was regarded until recently as the 'dignified' element within the constitution of the academy. University councils were trustees rather than directors. But governance is now a contested area and, in particular, lay governors are seen as key change agents, responsible for reforming the old donnish culture of elite higher education. Governing Universities explores who governors are, how they conceive of their new roles, and what they think about higher education policy. It examines whether governing bodies have become more actively engaged in setting institutional policies; and whether governors have changed the old culture or gone 'native'. It sets university governance in the large context of the massification and 'marketization' of higher education; and draws comparisons both with other parts of the public sector and the private sector, and with governance in North America and the rest of Europe.

Over the last decades higher education has gone through an unprecedented growth period, and as a result the average university or college has now more students and a larger output than ever before. At the same time, the socio-economic and political demands with respect to higher education have grown dramatically. These developments have taken place without a proportional increase of the budgets and facilities of the higher education institutions. This has created an imbalance between the expectations with respect to higher education and the institutional capacities in the sector. One of the underlying trends is that the traditional pact between higher education and society has become problematic. Society no longer accepts the rather special and protected position that universities have had for a very long time in our societies. The knowledge-based social and cultural missions of higher education institutions are no longer taken for granted as the main legitimacy bases for public investments in higher education. Universities and colleges are at present expected to function efficiently, to contribute to sustainable economic growth at various levels, and to add to national and even supranational trade balances. On top of this they have to prove that they maintain a high level of quality in their primary activities, i. e. teaching, research and services, while adapting and responding to the expectations expressed so vehemently in their environments, and to a decreasing per capita funding basis.

Governing universities is a multi-level as well as a highly paradoxical endeavor. The featured studies in this book examine critically the multifaceted repercussions of changing governance logics and show how contradictory demands for scholarly peer control, market responsiveness, public policy control, and democratization create governance paradoxes. While a large body of academic literature has been focusing on the external governance of universities, this book shifts the focus on organizations’ internal characteristics, thus contributing to a deeper understanding of the changing governance in universities. The book follows exigent calls for getting back to the heart of organization theory when studying organizational change and turns attention to strategies, structures, and control mechanisms as distinctive but interrelated elements of organizational designs. We take a multi-level approach to explore how universities develop strategies in order to cope with changes in their institutional environment (macro level), how universities implement these strategies in their structures and processes (meso level), and how universities design mechanisms to control the behavior of their members (micro level). As universities are highly complex knowledge-based organizations, their modus operandi, i.e. governing strategies, structures, and controls, needs to be responsive to the multiplicity of demands coming from both inside and outside the organization.
