It is now more than fifty years since the United Nations system and the Bretton Woods institutions were created. The world has changed since then, and so have its governance needs in terms of institutions and rules. It is time to think about the contours of institutions and governance that would meet the needs of the world economy, and also polity, at least for the first quarter of the twenty-first century. This book is among the first to examine the subject in depth. The study is divided into four parts. The first situates the subject in the wider context of globalization which has shaped development in the world economy, affected the living conditions of people, and constrained the role of nation states. The international context and the national setting are explored. The second part analyses some issues of emerging significance in the contemporary world, such as global macroeconomic management, transnational corporations, international capital flows, and cross-border movements of people, to suggest that there are some missing institutions which are needed. The third part provides a critical evaluation of the existing institutions, in retrospect, with a focus on the UN, the IMF, the World Bank, and the WTO. It analyses how existing rules need to be modified or existing institutions need to be restructured to meet the present and future needs of global governance. The fourth part explores some important elements of governance which are critical for any vision of the future. It suggests some changes in existing institutions and points to emerging governance needs where new institutions may have to be created. This authoritative volume will be of value to readers with an interest in international economics, development economics, and international relations. It will also be of value to practitioners, both policy-makers and diplomats, concerned with problems of global governance, and should become the standard reference on the subject.

Since the UN's creation in 1945 a vast nexus of global and regional institutions has evolved, surrounded by a proliferation of non-governmental agencies and advocacy networks seeking to influence the agenda and direction of international public policy. Although world government remains a fanciful idea, there does exist an evolving global governance complex - embracing states, international institutions, transnational networks and agencies (both public and private) - which functions, with variable effect, to promote, regulate or intervene in the common affairs of humanity. This book provides an accessible introduction to the current debate about the changing form and political significance of global governance. It brings together original contributions from many of the best-known theorists and analysts of global politics to explore the relevance of the concept of global governance to understanding how global activity is currently regulated. Furthermore, it combines an elucidation of substantive theories with a systematic analysis of the politics and limits of governance in key issue areas - from humanitarian intervention to the regulation of global finance. Thus, the volume provides a comprehensive theoretical and empirical assessment of the shift from national government to multilayered global governance. Governing Globalization is the third book in the internationally acclaimed series on global transformations. The other two volumes are Global Transformations: Politics, Economics and Culture and The Global Transformations Reader: An Introduction to the Globalization Debate.

The expanding interdependencies of the world’s diverse and divided populations have created a world society. To rule these fractious peoples, the democracies advance solutions to three imperatives of governance—Order, Welfare, and Legitimacy (OWL). For Order, the democracies institutionalized the global state; for Welfare, a global market system; and for Legitimacy, popular rule, resting on the moral principles of the freedom and equality of all humans. The book develops globalization as the emergence of a global society; presents a theory of governance predicable of all human societies, revolving around competing OWL imperatives; and identifies fundamental flaws in the democratic solutions to global governance. To ensure that the democratic promise survives and thrives, the volume calls for fundamental reforms of the democratic project as prerequisites to deter and defeat formidable anti-democratic adversaries: authoritarian states, religiously informed regimes opposed to open societies; nihilistic social movements; self-styled terrorists, and vast transnational criminal networks. Either the democracies hang together or they hang separately.

The history of globalization is anything but a no-frills affair that moves smoothly along a clear-cut, unidirectional path of development, eventually leading to seamless global integration. Accordingly, scholarship in the social sciences has increasingly argued against equating the history of globalization processes and transcultural entanglements with the master narrative of the gradual homogenization of the world. Examining the shifting patterns of global connections has, therefore, become the main challenge for all those who seek to understand the past, the present and the future of modern societies. And this challenge includes finding a place for the nation state. The studies presented here argue that looking at the nation state from the perspective of global entanglements opens the door for its interpretation as a dynamic and multi-layered structure that takes part in globalization processes and plays various and at times even contradictory roles at the same time.
