Building, largely, on insights from India, and case studies in Brazil, China, and South Africa, this book provides insights into the contested topic of ‘governance and governed’ from a state–society inter-relationship perspective. It argues that the centrality of an understanding of state-governance today is rooted in concerns regarding diversities and contingencies of concrete political reality to address inequalities, exclusion and vulnerabilities. These countries are part of the BRICSs consortium, and have been recognised for their growth potential in the world economy. But their economic progress alone may not necessarily translate into a better quality of life. The approach here is not to focus on a particular understanding of governance, but to utilise a wider lens to understand the nature and extent of incremental processes in the different case-study contexts in order to offer a broader framework for procedural and substantive understanding of governance, rather than a prescription of a government and its activity of governing. The focus is on deriving practical lessons about governance process that are of interest to the wider development community.

Governing the Embedded State integrates governance theory with organization theory and examines how states address social complexity and international embeddedness. Drawing upon extensive empirical research on the Swedish government system, this volume describes a strategy of governance based in a metagovernance model of steering by designing institutional structures. This strategy is supplemented by micro-steering of administrative structures within the path dependencies put in place through metagovernance. Both of these strategies of steering rely on subtle methods of providing political guidance to the public service where norms of loyalty to the government characterize the relationship between politicians and civil servants. By drawing upon this research, the volume will explain how recent developments such as globalization, Europeanization, the expansion of managerial ideas, and the fragmentation of states, have influenced the state's capacity to govern. Dixon and his colleagues provide a behaviorist perspective on governance. Their concern is with the governed's responses to those who seek to govern them-their governors-and the counter responses that they induce from the governors. They take as axiomatic that the governed are not a homogenized and amorphus them in the them-us dichotomy, reduced to what Carlyle called a dead logic formula, thereby, for the purpose of this analysis, leave begging all the relevant questions. The governed are not a disembodied abstraction; they are an aggregate of men and women of flesh and blood. In a corporation, they are corporate directors (whose governors are those who own or, perhaps, have a stake in that corporation), corporate managers (whose governors are the corporate directors), corporate employees (whose governors are the corporate managers). In a society, they are individuals or groups of individuals, perhaps in corporations, located within its jurisdiction (whose governors are the members of societal politial and administrative elites). At the global level, they are individuals or groups of individuals in countries and corporations within the jurisdiction of international governmental organizations and international regimes (whose governors are those who seek to control those global governance mechanisms). Whether the governed's response to their governors' processs is one of compliance or antagonism, and how the governors response to any antagoism, has implications for governance capacity, good governance, and governability. A provocative study that will be of interest to students and scholars of political theory, international relations, and management and organizational theory as well as those who are concerned with issues of goverance at all levels, corporate, societal,and global.
