Is there a free flow of these things or is the flow somehow restricted and if so, why is this case? To answer these questions I will examine three periods in history and try to show the theoretical implications that can be seen in the respecti ve free or restricted flows of goods, services and capital. The first historical period I will examine is the period of great restrictions on trade and the flow of capital, namely the seventeenth and eighteenth centuries in Europe, mostly associated with the term mercantilism. The second period is the time after the Second World War in Germany, where trade and financial policies were applied to stimulate domestic growth. The third period begins with the collapse of the Bretton Woods System in the early 1970s and continues to this day with an emphasis on fewer controls and restrictions on trade and the flow of capital. Of course, this periodization is not the only way of looking at historical events and there are, within these large time frames, discontinuities. However, I believe it is helpful to define the mentioned periods rather generously, because this helps to discover certain general aspects that can be associated with different theories of trade and finance.

Rather, different developments need to be taken into account when examining the situation of the nation-state. After having analyzed in the first part the way, major globalization-developments, like global capitalism, influence the nation-state, I will describe in the second and third part two other movements: internationalization and regionalization. Both are 'labelled' with a national/transnational ambiguity, on the one hand strengthening and on the other hand weakening the nation-state. Within the conclusion, I will then argue, that the nation-state is indeed 'under attack' - but not only by globalization - and that it has to cope with a changing nature and differing tasks.

For the past four decades, West Africa has been experimenting regional economic integration but progress has been slow and without significant results. Thus, there is a need for a more favorable environment for overall trade. The potential of ECOWAS in exploiting economies of scale and enhancing competition has been limited by a number of impediments such as trans-border movement, lack of monetary union, political divide especially with francophone countries still holding allegiance to France under the system of assimilation, protection of market by bigger States (protectionism), lack of institutional framework to champion the cause of economic integration and instability posing as security threat among other factors. Analysts have suggested adopting and replicating the EU model holds the key to overcome these impediments. A critical assessment of the EU model is made to ascertain which aspects of the EU model are adoptable and implementable for ECOWAS to be fully operational to bring about desired economic progress and development. However, the current EU crisis has given analysts a lot to think about and any other regional body (like ASEAN) that desires to pursue full integration. Currently, there are signs to show that some members want to secede from the union either voluntarily or by coercion. On the basis of this development, we outline certain measures as recommendations for ECOWAS.
