This concise text presents a focused, well-rounded, and clear-eyed introduction to the concept of human security. Questioning the utility of traditional national-security frameworks in the post–Cold War era, Paul Battersby and Joseph M. Siracusa argue that we must urgently reconsider the principle of state sovereignty in a global world where threats to humanity are beyond the capacity of any one nation to address through unilateral action. The authors highlight circumstances, actors, and influences beyond the traditional focus on state security, especially the role of international organizations and nongovernmental organizations. They also emphasize the importance of human rights, arguing for the development of an effective intervention capacity to protect individuals from state action as well as other security threats arising from conflict, poverty, disease, and environmental degradation. A welcome alternative to state-centric approaches to security, this balanced book will be a valuable supplement for courses in international and national security.

There is a real security gap in the world today. Millions of people in regions like the Middle East or East and Central Africa or Central Asia where new wars are taking place live in daily fear of violence. Moreover new wars are increasingly intertwined with other global risks the spread of disease, vulnerability to natural disasters, poverty and homelessness. Yet our security conceptions, drawn from the dominant experience of World War II and based on the use of conventional military force, do not reduce that insecurity; rather they make it worse. This book is an exploration of this security gap. It makes the case for a new approach to security based on a global conversation- a public debate among civil society groups and individuals as well as states and international institutions. The chapters follow on from Kaldors path breaking analysis of the character of new wars in places like the Balkans or Africa during the 1990s. The first four chapters provide a context; they cover the experience of humanitarian intervention, the nature of American power, the new nationalist and religious movements that are associated with globalization, and how these various aspects of current security dilemmas have played out in the Balkans. The last three chapters are more normative, dealing with the evolution of the idea of global civil society, the relevance of just war theory in a global era, and the concept of human security and what it might mean to implement such a concept. This book will appeal to all those interested in issues of peace and conflict, in particular to students of politics and international relations.

Globalization, Difference, and Human Security seeks to advance critical human security studies by re-framing the concept of human security in terms of the thematic of difference. Drawing together a wide range of contributors, the volume is framed, among others, around the following key questions: What are the silences and erasures of advancing a critical human security alternative without making recognition of difference its central plank? How do we rethink the complex interplay of human security and difference in distinct and varied spatial and cultural settings produced by global forces? What is the nexus between human security and the broader field of global development? What new challenges to Human Security and International Relations are produced with the rise of the ‘post-liberal’ or ‘post-secular’ subject? In what ways releasing human security from identification with the territorial state helps reconceptualize culture? How does Human Security serve as a subspecies of modern humanitarian thought or the latter reinforce imperial imaginaries and the structures of order and morality? Is the pursuit of indigenous rights fundamentally counterpoised to the pursuit of human security? What difference it might make to take the ‘doings and beings’ of communities-of-subsistence rather than basic-needs/wealth-seeking individuals as a point of departure in critical human security studies? How does reconstruction bind post-war and post-disaster states and societies into the global capitalist-democratic political structure?

The word security has a military connotation and refers to the activities involved in protecting or defending a country, in which the State has a central role. This book argues that the State provides as well as threatens security, and that by broadening the concept of security to include both military and non-military threats such as those related to ecological, social, economic and political causes, a system of checks and balances can be introduced to regulate the State.

Eleven contributions explore security from a human rather than a state perspective and illustrate this by drawing on case material from sub-Saharan Africa. They offer an alternative to the realist, state centered, militaristic, male-dominated terrain of orthodox security and strategic studies, and study such issues as feminist perspectives, justice, economic genocide in Rwanda, security in the new world order, and the erosion of the state and the decline of race. In the context of the COVID-19 pandemic, this edited volume revisits the framework of human security and development. It examines the protection-empowerment nexus as applied to various vulnerable groups and populations affected by the pandemic. While the conventional human security literature has focused on top-down protection, this book offers new perspectives on human security by exploring bottom-up empowerment from both theoretical and practical perspectives. It also encourages readers to rethink the agency of vulnerable people in addressing the challenges posed by the pandemic. Through eight case studies from Southeast Asia and Japan, the contributors to this book demonstrate the importance of empowerment in achieving human security. They focus on the responses of vulnerable groups and communities to multiple threats to their lives, livelihoods, and dignity. The chapters discuss key human security concerns, such as poverty, the environment, food, forced migration, gender, health, aging, peace, and justice – all of which have been compounded and exacerbated by the COVID-19 pandemic. An essential resource for students and scholars of human security in the aftermath of COVID-19 and its wider impacts. Human security is becoming increasingly pronounced in recent years due to changes in the security landscape of world politics. Yet, inter-state relations have continued to dominate security concerns in East Asia. This has, unfortunately, eluded the broader understanding of issues and challenges facing the peoples of East Asia. Home to nations with rapid economic growth and development, East Asia is at the core of what some individuals have termed as the coming Asian Century. Years of economic liberalization and exposure to globalization have permitted the region to achieve high levels of interconnectedness from within and without in unprecedented ways. This has certainly reduced state control and opened up spaces for cross-border human activities. While economic wealth have increased substantially over the years, it has also brought about bigger income disparities, unsustainable safety nets and a surge in social problems from health issues to migratory concerns that threaten the safety and well-being of individuals. Human Security: Securing East Asia’s Future timely examines the fundamental issues causing human insecurities and evaluates the extent of which human security plays a role at the state and regional levels. Covering the different areas of threats to humans and applying case study materials, this volume provides an intellectual mix of perspectives that captures the relationship between people, state and region. This book will be of interest to those studying traditional and non-traditional security/threats, Asian human development and critical policy analysis.

Human security refers in its broadest sense to the protection of individuals from harm. Human Security: Theory and Action explores the theory and application of concepts central to this notion of security. It examines the conceptual roots of human security, connecting its origins to its applications and challenges in war and peacetime. With a unique focus on the evolving notion of responsibility for security, the text introduces the critical questions and priorities that underpin policies and actions. The text is organized around four sections. The introduction offers an overview of human security and its basic tenets and historical foundations. The second section focuses on human security in armed conflict and post-conflict reconstruction, discussing such issues as the doctrine of Responsibility to Protect, racial inequality, peacekeeping and peace negotiation processes, and humanitarian assistance. The third section identifies the long-term issues that are necessary for a durable human security, including human rights, food security, poverty, gender equality, health security, and environmental sustainability. The final section applies the concepts introduced in the book to twenty-first century concerns and offers insights on turning theory into action. Integrated into the text are many case studies to broaden the student’s awareness beyond the conflicts and issues that dominate the media. By balancing theoretical explanations with concrete illustrative cases, both historical and contemporary, the text provides intellectually challenging and intrinsically interesting material and offers a unique, comprehensive introduction human security in war and peace. The second edition of Human Security: Theory and Action examines the conceptual roots of human security, connecting its origins to its application in a time of conflict, inequality, environmental stress, and the aftermath of a global pandemic.
