The world's water resources are coming under increasing stress, a stress that will become critical globally sometime during the next century. This is due to the rapidly rising population demanding more and more water and an increasing level of affluence. National and global security can be assessed in many ways but one underlying factor for all humanity is access to reliable sources of water for drinking, sanitation, food production and manufacturing industry. In many parts of the world, population growth and an escalating demand for water already threaten the sustainable management of available water supplies. Global warming, climate change and rising sea level are expected to intensify the resource sustainability issue in many water-stressed regions of the world by reducing the annual supply of renewable fresh water and promoting the intrusion of saline water into aquifers along sea coasts, where 50% of the global population reside. Pro-active resource management decisions are required, but such efforts would be futile unless reliable predictions can be made about the impact of the changing global conditions on the water cycle and the quality and availability of critical water reserves. Addressing this wide spectrum of issues, a team of expert authors discusses here the impacts of climate change on the global water resources, the long-term resource management goals at global and local scales, the data requirements and the scientific and technical advances necessary to mitigate the associated impacts.

The objectives were to: (1) identify, characterize, and define existing or projected regional and global water resource management issues which may be affected by CO/sub 2/-induced climate changes; and (2) develop research priorities for acquiring additional information about the potential effects of a CO/sub 2/-induced climate change on the availability and allocation of freshwater supplies. The research was broken into four work elements: (1) identification of water resource management issues on a global and regional basis; (2) identification of a subset of generic CO/sub 2/-related water resource management issues believed to have the highest probability of being affected, beneficially or adversely, by a CO/sub 2/-induced climate change; (3) selection of specific sites for examining the potential effect of a CO/sub 2/-induced climate change on these issues; and (4) conducting detailed case studies at these sites, the results from which will be used to identify future research and data needs in the area of water resources. This report summarizes the research related to the first three work elements. 6 figures, 9 tables.
