The goals of the Fourth Annual Aspen Institute Roundtable on International Telecommunications were: to address procedural and substantive solutions for international coordination of Internet policy issues; to suggest different models for dispute resolution and policy coordination that might be employed in the various contexts of Internet usage; and to consider where coordination of policies is advisable and where it might not be. The first section of this report presents the introductory comments by the participants as they worked to frame the issues for the roundtable. The findings of the following three working groups constitute the main body of the report: (1) Emerging Network and Enhanced Network Functionality, including local broadband access, the impact of legacy systems, lack of effective mechanisms to discuss global Internet-related policy issues that need clear resolution, other barriers, and recommendations for action; (2) Commercial Transactions and Electronic Commerce, including objectives of electronic commerce and recommendations for action; and (3) Content and Cultural Values, including basic principles, recommendations for action, content access, electronic public access, privacy, and intellectual property. A list of conference participants is appended. (MES)

Regulatory change has come to characterize global telecommunications in the 1990s. In this timely book, contributors of recognized distinction and knowledge provide a range of perspectives and discuss a variety of approaches to telecommunications issues, providing broad coverage of telecommunications regulatory policies. In its analysis of public policies for deregulating telecommunications services, the work emphasizes the business strategy implications entailed by each public policy. The volume argues that globalization and interdependence are forcing governments to adjust their policies; that technology often eclipses voluntary government policies; and that all multinational corporations, through their investment strategies and R&D efforts, are important actors in regulatory policy, as are national and international agencies.

After decades of liberalization of the telecommunications industry around the world and technological convergence that allows for increasing competition, sector-specific regulation of telecommunications has been on the decline. As a result, the telecommunications industry stands in the middle of a debate that calls for either a total deregulation of access to broadband infrastructures or a separation of infrastructure from service delivery. This book proposes new approaches to dealing with the current and future issues of regulation of telecommunication markets on both a regional and a global scale. This volume represents a valuable compendium of ideas regarding global trends in the telecommunications industry that focus on market and regulatory issues and company strategies. With an international cast of contributors, Regulation and the Evolution of the Global Telecommunications Industry also provides insight into topics including: mobile Internet development, structural function and separation, global experiences with next generation networks, technology convergence and the role of regulation, and the regulatory impact on the balance between static and dynamic efficiencies. The empirical evidence and experiences presented here illustrate the diversity of thoughts and research that characterize this important area of academic and business research. Thus, it will be a critical reference for scholars and students of regulatory economics, policy and finance and researchers and administrators of the telecom industry.
