This book examines the importance of global nuclear order, emphasising the importance of perspective in our understanding of it, and its significance in international politics. Addressing a gap in existing literature, this book provides an introduction to nuclear weapon states and their relationship with the global nuclear order/disorder paradigm. It explores four main themes and aims to: 1. conceptualise the dichotomous paradigm of global nuclear order/disorder; 2. outline the different phases of global nuclear order/disorder from 1945 to present; 3. address the Nuclear Non-Proliferation Treaty (NPT) and the wider international nuclear non-proliferation regime; 4. provide an overview of every nuclear weapon state’s national nuclear doctrines throughout the years. This thesis explores China's engagement with global nuclear order since 1949. In particular, China's engagement refers to the process of creating, consolidating and maintaining nuclear order by assessing the methods it adopts, as well as the motivations behind its policy and the implications of its actions for global nuclear order. Overall, it is argued that in the 1950s and 1960s, even before nuclear order existed, China had an inadvertent hand in its creation, contributing to American and Soviet thinking about how best to build an order, as well as offering its own ideas based on socialist proliferation. Then, in the 1980s and 1990s, China engaged in the process of consolidating nuclear order by developing alternative thinking on nuclear deterrence that challenged mainstream strategies such as mutual assured destruction; and by joining important institutions, for instance the Non Proliferation Treaty in 1992 and the Comprehensive Test Ban Treaty in 1996. In addition, during this period, China began to promote a new vision for nuclear order: that of a more representative order. China's current engagement, at a time when global nuclear order is perceived by many to be under significant strain, is less clear: while China remains committed to key global nuclear institutions and a minimal nuclear strategy; Beijing is also wary of deeper commitments, in particular multilateral arms control processes that might unfairly constrain its nuclear force capabilities relative to other nuclear weapons states.

This book explores how Russia’s War on Ukraine has changed the global nuclear order. The Russian aggression against Ukraine questioned the values of the liberal regimes and systems upon which the global nuclear order is built. At the heart of this nuclear order lies the 1968 Treaty on the Non-Proliferation of Nuclear Weapons (NPT), which remains until today the cornerstone of the global nuclear disarmament and nonproliferation regime. In this context, the book examines new challenges and threats to the global nuclear order. It discusses the deterioration of nuclear norms, as well as the increasing number of the states further challenging the NPT regime by attempts to develop nuclear weapons. The book further sheds light on a growing number of states trying to resolve their territorial claims using the nuclear coercion and the umbrella function of their nuclear arsenals. The authors present the loopholes in the existing arms control system and the arms trade, which became obvious in the course of the war, and analyze the further split between the supporters of the NPT and the Treaty on the Prohibition of Nuclear Weapons (TPNW). Srutinizing the deepening polarization of the supporters and the opponents of nuclear weapons, the book includes a new debate about the competing narratives on nuclear deterrence and disarmament. Finally, the volume discusses the development and the increase of new missiles and disruptive technologies such as hypersonic missiles, drones, and artificial intelligence. This book will appeal to students and scholars of international relations and political science in general, and security studies, military and defense studies, peace and conflict studies, and foreign policy in particular, as well as policy-makers interested in a better understanding of nuclear deterrence, the global nuclear order, and the impact of Russia's war on Ukraine.

This volume offers a critical historical assessment of the negotiation of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and of the origins of the nonproliferation regime. The NPT has been signed by 190 states and was indefinitely extended in 1995, rendering it the most successful arms control treaty in history. Nevertheless, little is known about the motivations and strategic calculi of the various middle and small powers in regard to their ultimate decision to join the treaty despite its discriminatory nature. While the NPT continues to be central to current nonproliferation efforts, its underlying mechanisms remain under-researched. Based on newly declassified archival sources and using previously inaccessible evidence, the contributions in this volume examine the underlying rationales of the specific positions taken by various states during the NPT negotiations. Starting from a critical appraisal of our current knowledge of the genesis of the nonproliferation regime, contributors from diverse national and disciplinary backgrounds focus on both European and non-European states in order to enrich our understanding of how the global nuclear order came into being.
