The Pacific Trade and Development (PAFTAD) conference series has been at the forefront of analysing challenges facing the economies of East Asia and the Pacific since its first meeting in Tokyo in January 1968. The 38th PAFTAD conference met at a key time to consider international economic integration. Earlier in the year, the people of the United Kingdom voted to leave the European Union and the United States elected Donald Trump as their next president on the back of an inward-looking ‘America First’ promise. Brexit and President Trump represent a growing, and worrying, trend towards protectionism in the North Atlantic countries that have led the process of globalisation since the end of the Second World War. The chapters in the volume describe the state of play in Asian economic integration but, more importantly, look forward to the region’s future, and the role it might play in defending the global system that has underwritten its historic rise. Asia has the potential to stand as a bulwark against the dual threats of North Atlantic protectionism and slowing trade growth, but collective leadership will be needed regionally and difficult domestic reforms will be required in each country.

This book is the culmination of our academic and research interest in the area of globalization, in general, and in the over three decades of India’s emergence in the global economy, in particular. The book is intended as a reference book for academicians, scholars, students, and all those interested in understanding how India engages with the world economy. By tracing the evolution of India’s global integration journey from minilateral to multilateral engagements, creating trade corridors and forging sectoral linkages, it aims to provide a lucid and deeper understanding of the path of integration. The integration of the India’s economy with the global economy has been shaped by conscientious efforts on part of the policy-makers. From the introduction of economic reforms from 1991 onwards to India’s increasing engagement with regional and global trade arrangements, the process of integration has shaped the country’s development trajectory in profound ways. In the process, the country has witnessed phases of transformations and resilience, and re-calibration on several counts as its economy was gradually opened up. Since then, India with its dynamic economic landscape, has witnessed rapid changes in trade, finance, and investment patterns over the past three decades. This book embarks on an insightful journey, tracing the intricate pathways of India’s globalization. It delves into important turning points marked by mini-lateralism graduating into bilateral and trilateral engagements across sectoral dynamics, diverse regional corridors, and multilateralism. It weaves together the story of historical, geographical and political foundations behind the calibrated approach towards building of bridges beyond borders, the myriad challenges faced and the lessons learned along the way, the efforts in the form of institutional support, capacity building and regulatory reforms, and the evaluation of the socio-economic impacts on the Indian economy. The story is a testimony of the wisdom and courage of the governments of the time and the enterprising private sector of India. This book is organized into five parts which demonstrate the journey of India from the ‘neighbours first’ initiatives spilling over to intra-regional and inter-regional architecture of integration. Part I of this book sets the historical stage by beginning with the watershed reforms of 1991, which marked India's decisive transition towards a liberalized and globalized economy. It examines India's accession to the World Trade Organization (WTO), bilateral trade initiatives, and the evolution of the ‘Look East’ to ‘Act East’ policy. It explores how global and regional frameworks have influenced India's early integration into the world economy. India recognized the limitations of multilateralism and took the initiative to establish bilateral agreements, ranging from the India-Sri Lanka Free Trade Agreement (FTA), to the India-Thailand Comprehensive Economic Cooperation Agreement (CECA) and from the sub-regional initiatives like BBIN, BIMSTEC, and SAARC, to the ‘Look East’ to ‘Act East’ approach manifested in its engagement with ASEAN. Part II focuses on India’s bilateral corridors of cooperation, emphasizing the important roles played by both neighbouring and distant partners, including Bangladesh, Nepal, Iran, and Thailand, in areas spanning trade, energy, and connectivity. It highlights India’s neighbourhood diplomacy and cross-border linkages as essential components for broader economic integration. India’s engagement with the Chabahar and Gwadar ports underscores the delicate balance of diplomacy, security, and economics in contested regions. The power, trade, and transit linkages between India and Bangladesh, the hydropower and energy trade between India and Nepal, and the hydro-power diplomacy with Bhutan, exemplify successful models of bilateralism built on institutional innovations, regulatory harmonization, community engagement and sustainability guided by inclusiveness. Additionally, Part II highlights connectivity as an important pillar of integration. The India–Myanmar–Thailand Highway illustrates how infrastructure development transforms regional ties, stimulating cross-border trade, creating roadside economies, and strengthening security cooperation. Part III examines India’s participation on a wider canvas of regional and multilateral architectures. It discusses ASEAN, BRICS, RCEP, the QUAD, and the GCC, situating India within larger regional webs of trade and geopolitics. It demonstrates how India balances opportunities for collaboration with selective engagement and strategic withdrawal. It highlights the delicate balance between protecting domestic industries and gaining access to the dynamic Asia-Pacific markets. These discussions indicate the broader challenge of aligning national development priorities with the pressures of global integration. The engagement with multilateral groups like BRICS and the Shanghai Cooperation Organisation (SCO) underscores how they serve as platforms for India to increase its influence in global economic governance. These forums allow India to advocate for reforms in financial institutions, promote South-South cooperation, and strengthen energy and security connections. Further, infrastructure diplomacy surfaces through projects on port and road developments to provide alternatives to China’s Belt and Road Initiative (BRI). These initiatives illustrate how economic integration increasingly intersects with strategic competition, infrastructure finance, and development partnerships. Through a careful weaving of energy cooperation, technological collaborations, regional corridors, and people-centered diplomacy, India demonstrates how integration can power both domestic progress and regional stability.
