In nations all over the world, community policing has been found extremely beneficial in improving public confidence in the police. Community-oriented policing and police-citizen cooperation is now the accepted framework for all progressive police departments. Drawn from the proceedings at the 2010 International Police Executive Symposium (IPES) in Kerala, India and other IPES sources, Global Community Policing: Problems and Challenges presents new insights into this policing model and a critical appraisal of successes and challenges in various jurisdictions across the globe. The book begins with a chapter on how governments can design, implement, and support community policing based on lessons learned from history. Next, it explores research findings and pilot programs for community policing in eight different regions from Sweden to South Africa. Topics addressed include police safety, female empowerment, the impact of emotional intelligence on community policing, predatory leadership, operational challenges, interactions between police and persons with mental illness, and civilian policing. The book examines ways of measuring the success of police policies through citizen surveys and other methods. It also discusses Operation Weed and Seed, a community policing initiative in the United States. A valuable resource for researchers and practitioners of community-oriented policing, this book demonstrates how the practices and even some of the principles guiding the framework of community policing vary greatly across jurisdictions. By reviewing the benefits and challenges inherent in this innovative policing model, police administrators can devise systems that best meet the needs of their communities.

Community policing has been a buzzword in Anglo-American policing for the last two decades, somewhat vague in its definition but generally considered to be a good thing. In the UK the notion of community policing conveys a consensual policing style, offering an alternative to past public order and crimefighting styles. In the US community policing represents the dominant ideology of policing as reflected in a myriad of urban schemes and funding practices, the new orthodoxy in North American policing policy-making, strategies and tactic. But it has also become a massive export to non-western societies where it has been adopted in many countries, in the face of scant evidence of its appropriateness in very different contexts and surroundings. critical analysis of concept of community policing worldwide assesses evidence for its effectiveness, especially in the USA and UK highlights often inappropriate export of community policing models to failed and transitional societies.

Community-oriented policing (COP) is the ideology and policy model espoused in the mission statements of nearly all policing forces throughout the world. However, the COP philosophy is interpreted differently by different countries and police forces, resulting in practices that may in fact run far afield of the community-based themes of partnership

Community policing has often been promoted, particularly in liberal democratic societies, as the best approach to align police services with the principles of good security sector governance (SSG). The stated goal of the community policing approach is to reduce fear of crime within communities, and to overcome mutual distrust between the police and the communities they serve by promoting police-citizen partnerships. This SSR Paper traces the historical origins of the concept of community policing in Victorian Great Britain and analyses the processes of transfer, implementation, and adaptation of approaches to community policing in Imperialand post-war Japan, Singapore, and Timor-Leste. The study identifies the factors that were conducive or constraining to the establishment of community policing in each case. It concludes that basic elements of police professionalism and local ownership are necessary preconditions for successfully implementing community policing according to the principles of good SSG. Moreover, external initiatives for community policing must be more closely aligned to the realities of the local context.
