Although not ignoring economic arguments, the analysis focuses on the arguably even more important political benefits and interests. The first chapter introduces EMU from a European perspective, as the next logical step to complete the Single Market and as a source of economic advantages for EU member states. However, it is also an important vehicle for the aim of political union. Hence, in view of Germany′s traditional position in Europe, the progress EMU represents in terms of achieving European unity is a significant factor that led to the unequivocal attitude of the Kohl government favour of EMU. The absolute necessity for Germany to advance the integration process was emphasised by German unification and the resulting political impossibility to refuse EMU as international support for a unified Germany was tied to stronger European integration. In addition, the common currency has benefits for Germany′s foreign trade reliant economy which seem to outweigh the economic doubts. Nevertheless, these concerns did play a role in defining political approaches and have influenced both the opposition′s stance and government policy towards EMU. The government aimed to ensure the Euro′s long term stability by insisting on the Maastricht criteria and the stability pact. The presence of an “EMU premium” in German long rates is tested by examining the co-movement of German and other European yields, as well as the exchange rate of the private ECU, in reaction to EMU-related events. If German yields incorporate an “EMU premium” while other European currencies expect lower interest rates from EMU, then German and other European long yields should react in opposite directions to events affecting the probability of EMU. In fact, they typically react in the same direction. Similarly, events which lead to an appreciation of the private ECU are associated with a decline in German yields.

The government′s policy to create a favourable environment for a single currency in spite of short term economic costs is motivated by a combination of the above factors and a recognition of the long term political and economic benefits, and is a continuation of Germany′s traditional commitment to the European integration process.

While the German economy may currently be a bright spot in Europe, it has faced substantial challenges in recent years. Moreover, tensions are rising regarding Germany's responsibilities and opportunities as a member of the European Monetary Union. Other studies have documented the difficulties that Germany has encountered as a result of the unification and further integration of Europe. This paper adds to that literature by using an aggregate translog cost function approach to examine the relationships among inputs of domestic capital and labour and imports. Our findings indicate that the input pairs of capital-labour and labour-imports are substitutes. The substitutes relationship between labour and imports, which has become stronger over time, suggests that increasing globalisation will add to Germany's unemployment woes. Capital and imports appear to be weak complements, but that relationship is not statistically significant. The results also suggest that imports are playing an increasingly important role in Germany's aggregate production, accentuating the role of the international environment.

This book examines the politics of Banking Union and EMU reform in the EU, and draws lessons for what it means for international politics, both in Europe, and for international relations more broadly. It demonstrates that most of the reforms in Europe to break free of the Eurozone and banking crises in which Europe continues to find itself focus on building up the capacities of national authorities rather than European ones. The result is that national authorities remain largely in control of the decisions and funds that are to be deployed to prevent economic disaster if a single EU bank fails. The likely outcome is an accelerated balkanization of the European market for the foreseeable future. The book also contends that power politics, and realism in particular, is a defining feature of European politics with coercion and enforced national responsibility at the demand of Germany; the dominant form of institution-building that established the responsible sovereignty model, and shut down the possibility of alternatives. In making this case, the book demonstrates that the dominant view in international relations, that power politics best explains the behaviour of states, also apply to the EU. This text will be of key interest to scholars and students of the Eurozone crisis, EU politics, economic policy, and more broadly to political economy, public policy and international relations.
