Poverty and the maldistribution of land in core areas of developing countries, together with state schemes for the colonization of unruly frontiers, have forced indigenous peoples and settlers into an uneasy co-existence. Presenting material from various Asian and Latin American countries, Frontier Encounters examines factors that make for conflict and accommodation, studies the role of policy frames, and looks at promising mitigation strategies. The range of topics covered by the articles includes the texture of everyday-relations at the settlement frontier and the reconfiguration of ethnic hierarchies in tune with changing conquest cycles; settler land and resource use strategies; anti-settler riots and their politics; peace accords and what they can and cannot achieve as instruments for halting migration-induced violence; communal land titles as a promising avenue for conflict prevention and the empowerment of weak and defenseless groups; and the need for balancing indigenous rights advocacy with support and legal protection for disenfranchised parts of the settler population. Danilo Geiger has an M. A. in social anthropology from the University of Zurich, Switzerland and is a lecturer in political anthropology. His experience includes fieldwork in the Philippines and Indonesia and he is currently coordinating a four-year comparative research project on conflicts between indigenous communities and settlers in South and Southeast Asia.

"The idea for editing this book originated during an international conference titled ""Regional Development: The Challenge of the Frontier,"" held in December 1993 at the Dead Sea and which was organized by the Negev Center for Regional Development at Ben-Gurion University of the Negev. In this conference we noticed that little has been said about the impact of Israel's complex mosaic of ethnic groups on the shaping of the country's social and spatial frontiers. We have therefore endeavored to bring together a number of perspectives on the evolution of ethnic frontiers in Israel and the role they play in shaping the cultural landscape of this country. Yet we later realized that ""frontier"" is too limited a term, and that it may through various processes have turned into a mosaic of spatial, social, economic, and political peripheries. More specifically we attempted to present the process of frontier development as perceived by Israel's ethnic and national minorities. We therefore invited contributions from various other Israeli experts on these issues: geographers, sociologists, anthropologists, and political scientists, which have now become the main body of chapters in this book. We trust that they are representative of the main dimensions of the subject."

At the same time, this is a world history reader, and it follows a chronological format. American historians assumed that the process of extending the frontier westward began 1607 with the establishment of the first colony in Jamestown. It ended around 1890 when the U.S. census bureau defined the frontier "[...] as an unbroken line of settlement with two or fewer people per square mile [...]." This criterion led Frederick Jackson Turner in 1893 to the conclusion that there was no frontier line, due to westward movement and expanding settlement, anymore. Turner noted the great significance of the frontier to the development of the American society and underlined the frontier's economic and political contributions. In addition he argued that the spirit of the West was very important, because it "[...] encouraged men to rebel against eastern conservatism, particularly by shaping new policies [...] and to liberalize their political views in support of democracy." When he talked about frontier experience he talked about the story of men's confrontation with the raw force of the West. "The wilderness masters the colonist. [...] It takes him from the railroad car and puts him in the birch canoe. [...] at the frontier the environment is at first too strong for the man. Though usually forgotten in general surveys of European colonization, the Russians were among the greatest colonizers of the Old World, eventually settling across most of the immense expanse of Northern Europe and Asia, from the Baltic and the Pacific, and from the Arctic Ocean to Central Asia. This book makes a unique contribution to our understanding of the Eurasian past by examining the policies, practices, cultural representations, and daily-life experiences of Slavic settlement in non-Russian regions of Eurasia from the time of Ivan the Terrible to the nuclear era. The movement of tens of millions of Slavic settlers was a central component of Russian empire-building, and of the everyday life of numerous social and ethnic groups and remains a crucial regional security issue today, yet it remains relatively understudied. Peopling the Russian Periphery redresses this omission through a detailed exploration of the varied meanings and dynamics of Slavic settlement from the sixteenth century to the 1960s. Providing an account of the different approaches of settlement and expansion that were adopted in different periods of history, it includes detailed case studies of particular episodes of migration.
