Although forest policy is an established course in most European university forestry curricula, apart from a special predilection of the teacher, its content varies from country to country according to the position of the forest sector in the domestic economy and society. In some countries, forestry is the backbone of a strong wood-processing industry, in others, recreational uses and amenity values of forests dominate. Despite these differences, all countries have in common the fact that the diversity of interests in forests has increased. Although timber production will not lose its importance in the future, as timber is a renewable resource, the demand for non-wood products and services has increased considerably. This is best reflected by the new notion of sustainable forest management which strives at the reconciliation of economic, ecological, social, cultural and spiritual interests in forests. In addition, the diversity of stakeholders has increased. Forestry is no longer solely the topic of forest associations and forest administration, but also of a multitude of governmental and non-governmental organisations dealing with activities which either affect forest management or are affected by it. Finally, the relationships of the various stakeholders, with diverse interests and varying empowerment, have become more complex, because in some issues the relationships are compatible, and in others, not. Bargaining on forest issues no longer takes place on a national level alone, but also on European and international levels, because many forest policy issues are transboundary.

This paper identifies the essential features of the forestry economics literature emphasizing what is different about forestry and what are forestry's important features for project and program analysis. The important conclusion, is that economic tools are both available and appropriate for the analysis of a wide range of forest policy problems. The report is divided into two parts. The characteristics that received special attention in the first part are the embodiment of both productive capital and final output in any standing forest inventory, and the long time periods that often distinguish forest production. A third distinguishing characteristics is the joint production nature of many forest resource services. The second part of the paper visits seven special topics that are important to forestry and economic development: (1) timber production; (2) smallholder forest management; (3) forestry research, education, and extension; (4) tenure; (5) policy spillovers from other sectors of the economy that can substantially alter forests and forestland management; (6) non-timber multiple use values; and (7) deforestation, timber famine or its counter, sustainable forest management.

This book is a compilation of the results of strategic policy research carried out by the Forest Conservation Project of the Institute for Global Environmental Strategies (IGES), between 1998 and 2002. Forestry has been witness to some dramatic changes in recent years, with several Western countries now moving away from the traditional model of regarding forests merely as sources of wood. Rather these countries are increasingly recognizing their forests as multi-purpose resources with roles which go far beyond simple economics. In this innovative book, Sylvie Nail uses England as a case study to explore the relationships between forests, society and public perceptions, raising important questions about forest policy and management both now and in the future. Adopting a sociological approach to forest policy and management, the book discusses the current validity of the two principles underlying forestry since the Middle Ages: first, that forestry should only exist when no better use of the land can be made, and second, that forestry itself should be profitable. The author stresses how values and perceptions shape policies, and conversely how policies can modify perceptions, and also how policies can fail if they do not take perceptions into account. She concludes that many of the issues facing English forestry in the 21st century – from leisure, health and amenity provision, through education and rural as well as urban regeneration, to biodiversity conservation – go well beyond both national borders and the scope of forestry. Indeed forestry in the 21st century seems to be less about planting and managing trees than about being a vector and a mirror of social change. This novel synthesis provides a valuable resource for advanced students and researchers from all areas of natural resource studies, including those interested in social history, socio-economics, cultural geography and environmental psychology, as well as those studying landscape ecology, environmental history, policy analysis and natural resource management.
