This book introduces comparative and international education (CIE) to new students of the field. Comparative and International Education surveys a spectrum of theories, methods, and practices for the benefit of both novice scholars and seasoned practitioners. It resourcefully explores comparative education's successive historical phases, from its institutional heyday as “development education” in the 1960s to its emerging contemporary directions. A global field of unprecedented geopolitical extent across shifting spaces, comparative education is too complex to be captured by old dichotomies of development vs. underdevelopment. This book assembles a rich picture of the field's many ways of knowing, scrutinizing education's role in societies, and comparisons among national learning outcomes. It examines contemporary reconfigurations, including education for sustainable development and our interdependent futures, and rethinks the spatial dimensions and the vocabularies we use in studying, researching, and comparing education internationally. We hope to open avenues for the teaching and study of education in its local and geopolitical context. Research topics are illustrated by case-studies from scholars in the field. This volume will help you discover how comparative and international education (CIE) in the 21st century is practiced and where it is heading.

A big project like this Handbook means that you incur debts, and not only to your authors and your publisher. As editors we, along with our colleague Elaine Unterhalter who edited the section on postcolonialism, would like to thank most warmly those authors who delivered on time, and who did not fuss but just got on and did a ? r- rate job. We would also like to thank all authors who did deliver – which was almost everyone we asked. We know that some of our authors worked in very dif? cult private circumstances as they were ? nishing their chapters and we hope the publication of the Volumes will, later, be for them a happy reminder of dif? culties and disasters overcome. The only sad theme is that some very close colleagues, with whom we were wo- ing and for whom we had the greatest respect and liking, became very ill (and died) while the volumes were being prepared. We decided to ask for copyright permissions to publish something of theirs. These permissions were graciously given by two major journals and with the agreement also of our publishers Springer, Rolland Paulston and Terry McLaughlin have examples of their writing in this Handbook.

Since 1988, the Board on International Comparative Studies in Education (BICSE) at the (U.S.) National Research Council of the National Academies has engaged in activities designed to increase the rigor and sophistication of international comparative studies in education by encouraging synergies between large and smaller scale international comparative education research, to identify gaps in the existing research base, and to assist in communicating results to policy makers and the public. Under the current grant (1998-2002), funded by the National Science Foundation and the U.S. Department of Education's National Center for Education Statistics, BICSE has sponsored public events and commissioned papers on the effects of the Trends in International Mathematics and Science Study (TIMSS), the power of video technology in international education research, international perspectives on teacher quality, and advances in the methodology of cross-national surveys of education achievement. This report responds to a request from the board's sponsors under the current grant to produce a report that builds on its previous work.
