This research aims to finding Factors affecting the operation of air traffic controllers in the form of SHELL Model. A study at The Phuket Air Traffic Control Center, The Aeronautical Radio of Thailand Limited is combined between a survey and quantities research. The research was carried out using a questionnaire to collect data from air traffic controllers who working at Phuket International Airport. The data were analyzed by using percentage, means, standard deviation and inferential statistics t-test, F-test.The study indicated that The Air Traffic Controller who operating at Phuket International Airport. There was a significant level of opinions on the factors affecting the operation in the form of SHELL Model., the level of Liveware - Solfware was high, the level of Liveware - Hardware was high, the level of Liveware - Environment was middle and the level of Liveware - Liveware was high. The recommendations of staffs to provide additional comments on the administrator, the management policy, number of staffs and modern facilities that supports the operations.
