Shadow On The White House written by David L. Anderson and has been published by this book supported file pdf, txt, epub, kindle and other format this book has been release on 1993 with History categories.

Harry Truman's administration began searching for an American response to the clash in Indochina between Frech colonialism and Vietminh communism in 1945. Thirty years and five administrations later, Gerald Ford and his aides tried unsuccessfully to solicit additional aid for South Vietnam from a reluctant Congress. For Truman, Ford, and every American leader in between, the dilemma in Vietnam hung ominously over the presidency. In Shadow on the White House, seven prominent historians examine how the leadership of six presidents and an issue that grew into a difficult and often unpopular war shaped each other. Focusing on the personalities, politics, priorities, and actions of the presidents as they confronted Vietnam, the authors consider the expansion of presidential power in foreign-policy formulation since World War II. In their analyses, they chronicle the history of executive leadership as it related to Vietnam, assess presidential prerogatives and motives on war and peace issues, and clarify the interconnection between the modern presidency and the nation's frustrating, tragic, and humiliating failure in Southeast Asia. Although other histories have been written about the Vietnam experience, this book is the first systematic and comparative survey on presidential leadership as it relates to the war issue. It is organized by presidential administrations, giving a detailed examination of each president's decisions and policies. Based on the most recently opened archival sources, the essays provide a framework on which to hang the kaleidoscopic events of the war. -- Amazon.com.

The Constitution And The Conduct Of American Foreign Policy written by David Gray Adler and has been published by this book supported file pdf, txt, epub, kindle and other format this book has been release on 1996 with Law categories.

In this provocative and readable volume, eleven leading constitutional authorities challenge "business as usual" in American foreign policymaking. For far too long, they contend, Americans have acquiesced to presidential claims to sweeping executive powers in foreign affairs—thanks to imperial-minded presidents, a weak-willed Congress, and neglectful scholars. These authors forcefully argue that the president is not the supreme crafter of foreign policy and that Congress must provide more than a rubber stamp for the president's agenda. Unilateral presidential control of foreign relations, they warn, can pose a grave threat to our nation's welfare and is simply without constitutional warrant. Combining constitutional theory with keen historical insights, these authors illuminate the roots of presidential abuse of executive power and remind us of the past and potential costs of such disregard for our unique system of checks-and-balances. An essential guide for all concerned citizens and members of Congress, this volume should help revive a proper understanding of this crucial dimension of American democracy.

The Politics Of Executive Privilege written by Louis Fisher and has been published by this book supported file pdf, txt, epub, kindle and other format this book has been release on 2004 with Law categories.

For over 200 years, Congress and the President have locked horns on an issue that will not, and cannot go away: legislative access to executive branch information. Presidents and their advisers often claim that the sought-for information is covered by the doctrine of executive privilege and other principles that protect confidentiality among presidential advisers. For its part, Congress will articulate persuasive reasons why legislative access is crucial. In terms of constitutional principles, these battles are largely a standoff, and court decisions in this area are interesting but hardly dispositive. What usually breaks the deadlock is a political decision: the determination of lawmakers to use the coercive tools available to them, and political calculations by the executive branch whether a continued standoff risks heavy and intolerable losses for the President. Many useful and thoughtful standards have been developed to provide guidance for executive-legislative disputes over access to information. Those standards, constructive as they are, are set aside at times to achieve what both branches may decide has higher importance; settling differences and moving on. Legal and constitutional principles, finely-honed as they might be, are often overridden by the politics of the moment and practical considerations. Efforts to discover enduring and enforceable norms in this area invariably fall short. Efforts to resolve interbranch disputes on purely legal grounds may have to give ground in the face of superior political muscle by a Congress determined to exercise the many coercive tools available to it. By the same token, a Congress that is internally divided or uncertain about its institutional powers, or unwilling to grind it out until the documents are delivered, will lose out in a quest for information. Moreover, both branches are at the mercy of political developments that can come around the corner without warning and tilt the advantage decisively to one side. It is tempting to see the executive-legislative clashes only as a confrontation between two branches, yielding a winner and a loser. It is more than that. Congressional access represents part of the framers' belief in representative government. When lawmakers are unable (or unwilling) to obtain executive branch information needed for congressional deliberations, the loss extends to the public, democracy, and constitutional government. The system of checks and balances and separation of powers are essential to protect individual rights and liberties. This book is also available in paper binding. "[T]ightly reasoned, nuanced, and thoroughly researched." -- Athan Theoharis, Marquette University Political Science Quarterly
