Since the onset of the Saudi-led military campaign in March 2015, the conflict in Yemen has dramatically escalated, resulting in thousands of deaths and injuries. Millions are now struggling with internal displacement and the risk of further violence, with no end to hostilities in sight. This situation has been exacerbated by a protracted blockade by the international coalition, severely restricting the import of much needed supplies of food, water and medicine. Though the impacts of ongoing insecurity and the deepening humanitarian crisis have affected all of Yemen's civilian population, the country's religious and ethnic minorities are especially vulnerable due to their long history of exclusion. Even war discriminates: Yemen’s minorities, exiled at home highlights the particular challenges facing its most marginalized groups and the ways that established patterns of discrimination have deepened in the context of the current conflict. Besides exploring the experiences of religious minorities such as Yemen's Jewish community against a backdrop of rising extremism, the report also examines how the Muhamasheen -- a group traditionally sidelined from Yemen's social hierarchy -- have struggled to access land, protection or humanitarian assistance due to their continued treatment as second-class citizens. The report provides a series of recommendations for the Yemeni government, the international community and all parties to the conflict to ensure the safety and wellbeing of the civilian population is prioritized, with particular attention paid to the country's minorities.

At the heart of modern Japan there remains an intractable and divisive social problem with its roots in pre-history, namely the ongoing social discrimination against the Dôwa communities, otherwise known as Buraku. Their marginalization and isolation within society as a whole remains a veiled yet contested issue. Buraku studies, once largely ignored within Japan’s academia and by scholarly publishers, have developed considerably in the first decades of the twenty-first century, as the extensive bibliographies of both Japanese and English sources provided here clearly demonstrates. The authors of the present study published in Japanese in 2016 and translated here by the Oxford scholar Ian Neary, have been able to incorporate this most recent data. Because of its importance as the first Buraku history based on this new research, a wider readership was always the authors’ principal focus. Yet, it also provides a valuable source book for further study by those wishing to develop their knowledge about the subject from an informed base. This history of the Buraku communities and their antecedents is the first such study to be published in English.

This book explores the ways in which minority groups across the world are reshaping the international minority rights protection system. It documents the actions of four major groups that are using transnational social mobilisation to achieve recognition of their identities and their rights. The result is a greater pluralism in global identity politics and a wide range of new group-specific standards that can inform policies on multiculturalism, political participation, and socio-economic inclusion in the national and international spheres. The book begins by summarising the learning from the global movements of indigenous peoples and Roma. The book then focuses in greater depth on the cases of Afro-descendants in Latin America and of Dalits and caste-affected groups in South Asia and beyond. Each case study shows the historical roots of group-specific transnational mobilisation and how activists have constructed a distinct identity frame out of shared experiences. The book explores key parallels and differences between the discourse, framing strategies, organisational structures and political opportunities used in each case to show which factors have influenced the success or failures of their norm entrepreneurship. The role that international institutions have played in supporting these efforts is given special attention, including intergovernmental bodies such as the UN, the EU and the OAS, and international non-governmental organisations. The UN World Conference Against Racism is explored as a particularly significant political opportunity across the cases. The U.S. home mortgage industry first formalized risk criteria in the 1920s and 1930s to determine which applicants should receive funds. Over the past eighty years, these formulae have become more sophisticated. Guy Stuart demonstrates that the very concepts on which lenders base their decisions reflect a set of social and political values about "who deserves what." Stuart examines the fine line between licit choice and illicit discrimination, arguing that lenders, while eradicating blatantly discriminatory practices, have ignored the racial and economic-class biases that remain encoded in their decision processes. He explains why African Americans and Latinos continue to be at a disadvantage in gaining access to loans: discrimination, he finds, results from the interaction between the way lenders make decisions and the way they shape the social structure of the mortgage and housing markets.Mortgage lenders, Stuart contends, are embedded in and shape a social context that can best be understood in terms of rules, networks, and the production of space. Stuart's history of lenders' risk criteria reveals that they were synthesized from rules of thumb, cultural norms, and untested theories. In addition, his interviews with real estate and lending professionals in the Chicago housing market show us how the criteria are implemented today. Drawing on census and Home Mortgage Disclosure Act data for quantitative support, Stuart concludes with concrete policy proposals that take into account the social structure in which lenders make decisions.
