This guide is designed as a resource for leaders and evaluators of K-12 online learning programs. In this guide, the term "online learning" is used to refer to a range of education programs and resources in the K-12 arena, including distance learning courses offered by universities, private providers, or teachers at other schools; stand-alone "virtual schools" that provide students with a full array of online courses and services; and educational Web sites that offer teachers, parents, and students a range of resources. The guide features seven evaluations that represent variety in both the type of program or resource being evaluated, and in the type of evaluation. These evaluations were selected because they offer useful lessons to others who are planning to evaluate an online learning program or resource. Part I of this guide focuses on some of the likely challenges faced by online program evaluators, and it is organized into the following sections: (1) Meeting the Needs of Multiple Stakeholders; (2) Building on the Existing Base of Knowledge; (3) Evaluating Multifaceted Online Resources; (4) Finding Appropriate Comparison Groups; (5) Solving Data Collection Problems; (6) Interpreting the Impact of Program Maturity; and (7) Translating Evaluation Findings Into Action. The work presents a theoretical framework for the evaluation of e-Teaching that aims at positioning the online activities designed and developed by the teacher as to the Learning, Interaction and Technology Dimensions. The theoretical research that underlies the study was developed reflecting current thinking on the promotion of quality of teaching and of the integration of information and communication tools into the curriculum in Higher Education (HE), i.e., bearing in mind some European guidelines and policies on this subject. This way, an answer was sought to be given to one of the aims put forward in this study, namely to contribute towards the development of a conceptual framework to support research on evaluation of e-teaching in the context of HE. Based on the theoretical research carried out, an evaluation tool (SCAI) was designed, which integrates the two questionnaires developed to collect the teachers' and the students' perceptions regarding the development of e-activities. Consequently, an empirical study was structured and carried out, allowing SCAI tool to be tested and validated in real cases. From the comparison of the theoretical framework established and the analysis of the data obtained, we found that the differences in teaching should be valued and seen as assets by HE institutions rather than annihilated in a globalizing perspective.

This is a multi-article dissertation that seeks to address the current state of online teaching evaluation processes in post-secondary institutions. The last two decades have seen a dramatic increase in enrollment in online courses at post-secondary institutions. Unfortunately, evaluating online instructors has been a neglected field of research leaving many post-secondary institutions to develop their own evaluation systems. A deeper analysis of the current practices of online instructor evaluation will help administrators to strengthen their evaluation processes, thereby providing more effective online teaching. The first article is a literature review that explores common practices of post-secondary institutions. By performing an extensive review of the literature, it is clear that very little research has been done to address online instructor evaluation beyond student evaluations. The second article compares different approaches to online instructor evaluation in various post-secondary institutions. By performing interviews with administrators, we found that many institutions are using a variety of types of evaluations and not just student evaluations to evaluate online teaching. The third article is a study that explores how well institutions that utilize a master course model evaluate online teaching competencies. This is done by performing a content analysis of their observational rubrics.
