The evaluation of the impacts of Intelligent Transportation System (ITS) treatments is at an early, but important stage. The national-level focus on a "few good measures" provides a standard, systematic method for understanding a variety of programs and projects. This report presents an expanded process and measures for considering the effect of ITS investments. A series of questions are proposed to bring out the potential effects of ITS programs that may not be analyzed due to relatively little data or complex relationships. This particularly relates to subject areas unfamiliar to the public sector transport agencies that typically are in charge of ITS deployment. These groups have little experience with logistics, supply chains, or business restructuring concepts. The report also recommends expanding one goal and adding another. It suggests that local goals be identified and studied as a way of exploring important attributes and developing future plans. The important factors might be better analyzed and incorporated with a multi-criteria analysis approach, rather than the traditional benefit/cost analysis. This approach will also allow the local concerns to be addressed in a more "customized" process and produce the statistics needed to compare local projects with national standards and results

There are unique complexities associated with the economic valuation of Intelligent Transportation Systems (ITS) and telematics. Traditional methods of quantitative analysis may not be appropriate in accurately and reliably assessing the economic impacts of these technologies. Although advanced transportation and related technologies are being planned and deployed at an increasingly rapid pace, many of the technologies are still relatively new, and their use may not be widespread. Much of the initial information and statistics gathered have been anecdotal and have focused more on benefits rather than costs. Therefore, difficulties arise due to the lack of historical data and 'lessons learned' from which to draw upon. In addition, compared with traditional transportation infrastructure, ITS technologies have different life cycles, cost structures, and a number of interrelated elements. This book addresses these concerns and proposes new economic assessment techniques as well as modifications to existing ones. Included are case studies from a multitude of North American, European, and Asian nations and major metropolitan areas covering a wide range of ITS technologies including freeway management, electronic toll collection, advanced driver assistance systems, and traveller information systems.

Intelligent Transportation Systems (ITS) are expected to add considerable productivity to existing transportation infrastructure and to therefore partially reduce the need for more physical infrastructure such as additional lanes of roadway. But there are huge barriers to achieving this vision ranging from the technical to the institutional. In this book a new outcome oriented methodology is developed and applied to a diverse set of ITS case studies in an effort to gain insight into the barriers to deployment. The case studies, most from the National Capital Region (Washington) in the US, include but are not limited to evaluation of electronic tolling, truck roll over warning systems, Advanced Traffic Information Systems (ATIS), variable message signs (VMS), ITS enhanced emergency management systems and ITS bridge operations. The evaluation methodology bears similarity to the benefit/cost balance sheet approach. Full cost (benefit) assessment is adopted with multiple externalities (environment, economic development, social equity issues, etc.) formally included in each of the individual evaluations. Transportation policymakers as well as scholars and students of economic, public policy and political science will find this study useful and informative.
