In December 2003 the EU adopted the European Security Strategy, the first ever common strategic vision of the Member States. This volume examines how the Strategy can form the basis of a comprehensive approach that integrates all dimensions of EU external action, from aid and trade to defence, under the same agenda of 'effective multilateralism' or global governance. This agenda can be translated into the core public goods to which every individual on earth is entitled; promoting access to these global public goods can be the essence of a distinctive European approach emphasizing long-term stabilization and conflict prevention. On that basis, the Strategy can be a global agenda for positive power - global because of its worldwide scope and comprehensive nature - for an EU with effective power to achieve positive objectives. This volume offers a coherent analysis of the European Union’s security strategies within a comparative framework. If the EU is to survive and prosper as an effective security actor, it requires that greater attention be devoted to taking a cohesive and common position on the relationship between EU foreign policy means and goals. The major claim of this edited collection is that there is a European grand security strategy that disciplines member state security strategies. That grand strategy has two distinct substantive goals: (1) the preservation and expansion of the EU system of security governance; and (2) the implementation of specific strategies to meet internal and external threats and sources of insecurity. The EU has sought to develop a grand security strategy that not only accounts for the proliferation of threats possessing a military or non-military character and differentiates between core and peripheral regions of interest, but also addresses the requirements to bridge the increasingly blurred boundary between internal and external security threats and the necessary reconciliation of the competing security preferences of its member states. The empirical contributions to this volume examine the EU security strategies for specific issue areas and regional threat complexes. These case studies assess whether and how those strategies have consolidated or expanded the EU system of security governance, as well as their successes and limitations in meeting the security threats confronting the EU and its member-states. This volume will be of great interest to students of EU policy, foreign policy, security studies and IR.

The European Security Strategy ("A secure Europe in a better world") was endorsed by the European Council in December 2003. The Committee's report examines this strategy, focusing on current global security challenges and threats, strategic objectives and policy implications for the EU. The Committee finds that the strategy gives a useful starting point from which the EU member states can work together to deliver security, although the EU has yet to identify and commit the necessary resources to make it a reality rather than just an aspiration. The report recommends that the next steps should be for the EU (through its member states acting in the European Council) to identify its priorities for addressing global security, to co-ordinate the ongoing work of the EU so that development aid, trade, environment, foreign and security policies aim to achieve the same security results; and to commit the appropriate, long-term funding.

This edited collection is a timely and in-depth analysis of the EU’s efforts to bring coherency and strategy to its security policy actions. Despite a special European Council summit in December 2013 on defence, it is generally acknowledged that fifteen years since its inception the EU’s Common Security and Defence Policy (CSDP) has yet to acquire a clear sense of purpose. As work on a new European Security Strategy begins, this briefing examines the impact of changes in the security environment of Europe. It argues in favour of an ambitious new security strategy which, twelve years after the adoption of the 2003 European Security Strategy, is most needed in a degraded security environment. The book is a timely investigation into the European security policy dynamic from the perspective of actors engaged in the contentious policy process. With the Lisbon Treaty in place and the European Union increasingly involved in international crisis management and stabilization operations in places near and far, this volume revisits the trajectory of a European strategic culture. Specifically, it studies the usefulness of its application in a variety of circumstances, including the EU’s operations in Africa and the Balkans as well as joint operations with NATO and the United Nations. The contributors find that strategic culture is a useful tool to explain and understand the EU's civilian and military operations, not in the sense of a ‘cause’, but as a European normative framework of preferences and constraints. Accordingly, classical notions of strategic culture in the field of international security must be adapted to highlight the specific character of Europe's strategic culture, especially by taking the interaction with the United Nations and NATO into account. Though at variance over the extent to which security and defence missions have demonstrated or promoted a shared strategic culture in Europe, the authors reveal a growing sense that a cohesive strategic culture is critical in the EU’s ambition of being a global actor. Should Europe fail to nurture a shared strategic culture, its actions will be based much more on flexibility than on cohesion. This book was published as a special issue of Contemporary Security Policy.
