This book honours Partha Dasgupta, and the field he helped establish; environment and development economics. It concerns the relationship between social systems and natural systems. Above all, it concerns the poverty-environment nexus: the complex pathways by which people become or remain poor, and resources become or remain overexploited.

This book is the second edition of a text based on a report commissioned by the Swedish International Development Authority (SID A). The financial grant from SIDA which made the work possible is hereby gratefully acknowledged. There are already many books on the market about environmental economics, some of them very good. What is special about this one? We do not claim to have obtained new results, but we have our own way of presenting the subject matter. In particular, we are of the opinion that policy failures are often overlooked as an obstacle to efficient environmental management. Although the main emphasis in this book is on project level analysis, it is essential that such analyses be linked to an understanding of the (dis)incentives for environmental improvements that general economic and particular environmental policies provide. Another essential feature of the book, although this is not unique, is the links provided between theory and empirical illustrations. We hope that this will illustrate to our readers the practical usefulness, but also the difficulties, of applying economics to environmental problems. In particular we hope that the text can be of interest to decision-makers, development programme personnel, teachers and the general public interested in how economics can contribute to better environmental decision-making. In principle, this book can be read by anyone interested in the subject matter, without any formal education in economics. However, some background in microeconomic theory makes the reading easier.

It begins with a comprehensive and previously unpublished introductory chapter, followed by 12 chapters on different problems such as land use for agricultural purposes, environmental policy design, flood control, and renewable resource management. This book's uniqueness stems from the fact that it uses novel modeling tools that are largely unfamiliar to economists to shed valuable light on contemporary problems at the interface of the environment and economic development.

This brief views the environment through diverse lenses – those of standard economics, institutional economics, political science, environmental science and ecology. Chapter 2 discusses diverse theoretical and statistical models – constrained optimization models, game theory, differential equations, and statistical models for causal inference – in a simple manner. Developing countries have certain distinct environmental problems – traditional pollution and traditional dependence on the commons. While chapters 3 and 4 discuss these specific problems, statistical graphs of the World Development Indicators explore the macro-context of developing countries in chapter 1. Chapter 5 examines ecological systems, which are nonlinear and unpredictable, and subject to sudden regime shifts. Chapter 6 deals with the global challenges of climate change and biological invasions. The last chapter discusses sustainable development and institutions. The brief explains these topics simply; mathematics is largely confined to an appendix. The broad treatment and simple exposition will appeal to students new to the field of economics. The extension of core economic models in diverse directions will also be of interest to economists looking for a different treatment of the subject.

The major challenges facing South Asia to achieve sustainable development are investigated, using case studies and applying new points of view in economic thought about the connection between development and the environment. After reviewing economic perspectives on development and the environment and South Asia's situation, particular issues such as depletion of natural resources and land degradation, the environmental impacts and consequences of extending markets, of technological change and property rights are examined. Environmental change and employment, income distribution and poverty, population growth and urbanisation are considered.
