This study represents the first phase of a project being implemented under the framework of the Operational Activity Programme, developed by the UN Economic Commission for Europe in co-operation with the member countries of the CIS. The purpose of this initial study is to assess the potential for energy conservation in the CIS to the year 2010, and to examine how improvements in energy efficiency can enhance their energy security. The study concludes that three key factors will determine how large the energy efficiency improvements will be: the extent of economic, scientific and technological co-operation to establish liberal and competitive markets for energy resources; the time-scale and scope of activities; and the amount, priority and cost-effectiveness of investments made.
