Effective and efficient emergency management is crucial for optimizing human and technical resources and allocating them to their optimum and efficient use during critical situations. Emergencies often directly impact people's lives and the environment; thus, they must be appropriately managed. This work focuses on enhancing the emergency management system in the Kurdistan region through an in-depth analysis of the current adopted emergency system and suggesting a modernized one based on information systems. The analysis identifies limitations, such as the lack of advanced technology utilization, extended response times, and reliance on traditional paperwork. This research emphasizes the importance of response time as a critical metric for emergency system evaluation. For example, it was found that approximate or incorrect geographic localization was a significant obstacle to the rapid response times. To address these challenges, we propose a proactive technology-driven framework revolving around a user-friendly mobile application incorporating geographic location information. Accurate in-situ testing and evaluation of the proposed solution by emergency key personnel have been conducted. The tests demonstrate its potential to reduce response times and improve coordination among emergency response teams. It was shown that a response time of approximately 10 minutes was possible, which falls within the average worldwide range. Finally, we identified areas for further improvement and practical solution implementation.
