In most countries in the world, school education is the business of the state. Even if forms and functions differ, the imparting of elementary knowledge is universally regarded as a public function. Yet this is neither self-evident nor self-explanatory. The degree of involvement of state agencies in the supervision, financing and organization of the school system sometimes varies so much that the usual assumption of a common understanding of ‘the state’ seems to be an illusion. Making international comparisons and focusing strongly on the historical conditions of the current form of state education, this volume paints a nuanced picture of how the relationship between ‘education’ and ‘state’ has been and is conceptualized. Insights into this relationship are gained by considering and analysing both specific processes such as financing and bureaucracy; and conceptual ideas, for example community, authority, and political utopias. The book presents comparative studies and analyses of regional and local conditions, arguing that the history of each country or region is critical to educational success, and the relationship between the education and the state must be reconsidered, both internationally and historically, in order to be of actual conceptual value. Education and the State presents a broad variety of approaches and examples that provide a significant contribution to the understanding of the relationship between education and the state. It will be of key value to academics and researchers in the fields of the history of education, the politics of education, and educational administration.

Education and the State first appeared in 1965 and was immediately hailed as one of the century's most important works on education. In the thirty years that followed, the questions this book raised concerning state-run education have grown immeasurably in urgency and intensity. Education and the State re-examines the role of government in education and challenges the fundamental statist assumption that the state is best able to provide an education for the general population. West explores the views on education of the nineteenth-century British reformers and classical economists who argued the necessity of state education. He demonstrates that by the Foster Act of 1870 the state system of education was superimposed upon successful private efforts, thereby suppressing an emerging and increasingly robust structure of private, voluntary, and competitive education funded by families, churches, and philanthropies. This new and expanded edition of Education and the State addresses the American situation in education, applying the lessons learned from the study of British institutions. It also broadens their application from education to the conduct of democracy as a political system. Edwin G. West was Professor Emeritus of Economics at Carleton University, Ottawa.

This book discusses the controversy over the extent to which a nation's government has the right to determine the nature of the educational system, and the limits on that right. In Great Britain, the government has established a series of Education Acts and a National Curriculum. The concepts of accountability and cost effectiveness are commonly used in discussions about education. Contributors to the book--from Africa, Asia, South America, Australia, and the United States--examine issues such as school effectiveness, government control of the curriculum, the nature of academic freedom, parental rights to information about schools and to involvement in them, and the private provision of education. Chapters include: (1) "The State and the Teacher in England and Wales" (Richard Pring); (2) "The State, Human Rights and Academic Freedom in Africa" (Thandike Mkandawire); (3) "Educational Contestability and the Role of the State" (Geoffrey Partington); (4) "Schooling and the State: A Review of Current Issues" (Beatrice Avalos-Bevan); (5) "Private Higher Education and External Control" (Joseph Stetar); (6) "The Management and Mismanagement of School Effectiveness" (Lynn Davies); and (7) "Failed Matrimony: Educational Projects and Their Host Institutions" (Fiona Leach). Three figures and an index are included. References accompany each chapter. (LMI)

“Democracy has to be born anew every generation, and education is its midwife,” wrote John Dewey in his classic work The School and Society. In School, Society, and State, Tracy Steffes places that idea at the center of her exploration of the connections between public school reform in the early twentieth century and American political development from 1890 to 1940. American public schooling, Steffes shows, was not merely another reform project of the Progressive Era, but a central one. She addresses why Americans invested in public education and explains how an array of reformers subtly transformed schooling into a tool of social governance to address the consequences of industrialization and urbanization. By extending the reach of schools, broadening their mandate, and expanding their authority over the well-being of children, the state assumed a defining role in the education—and in the lives—of American families. In School, Society, and State, Steffes returns the state to the study of the history of education and brings the schools back into our discussion of state power during a pivotal moment in American political development.
