For nearly a century the Garden City movement has represented one end of a continuum in an ongoing debate about the future of the modern city. In 1898 Ebenezer Howard envisioned an experimental community as the alternative to huge, teeming cities. Small, planned "garden cities" girdled by greenbelts were to serve in time as the "master key" to a higher, more cooperative stage of civilization based on ecologically balanced communities. Howard soon founded an international planning movement which ever since has represented a remarkable blend of accommodation to and protest against urban changes and the rise of the suburbs. In this interconnected history of the Garden City movement in the United States and Britain, Buder examines its influence, strengths and limitations. Howard's garden city, he shows, joined together two very different types of late-nineteenth-century experimental communities, creating a tension never fully resolved. One approach, utopian and radical in nature, challenged conventional values; the other, the model industrial towns of "enlightened" capitalists, reinforceed them. Buder traces this tension through planning history from the nineteenth-century world of visionaries, philanthropy, and self help into our own with its reliance on the expert, bureaucracy, and governmental policy, shedding light on the complex changes in the way we have thought in the twentieth century about community, urban design, and indeed the process of change. His final chapters examine the world-wide enthusiasm for "New Towns" between 1945-1975 and recent political and social trends which challenge many fundamental assumptions of modern planning.

The rise of suburbs and disinvestment from cities have been defining features of life in many countries over the course of the twentieth century. In Victorian Visions of Suburban Utopia, Nathaniel Walker asks: why did we abandon our dense, complex urban places and seek to find "the best of the city and the country" in the flowery suburbs? While looking back at the architecture and urban design of the 1800s offers some answers, Walker argues that a great missing piece of the story can be found in Victorian utopian literature. The replacement of cities with high-tech suburbs was repeatedly imagined and breathlessly described in the socialist dreams and science-fiction fantasies of dozens of British and American authors. Some of these visionaries — such as Robert Owen, Edward Bulwer-Lytton, Edward Bellamy, William Morris, Ebenezer Howard, and H. G. Wells — are enduringly famous, while others were street vendors or amateur chemists who have been all but forgotten. Together, they fashioned strange and beautiful imaginary worlds built of synthetic gemstones, lacy metal colonnades, and unbreakable glass, staffed by robotic servants and teeming with flying carriages. As varied as their futuristic visions could be, Walker reveals how most of them were unified by a single, desperate plea: for humanity to have a future worth living, we must abandon our smoky, poor, chaotic Babylonian cities for a life in shimmering gardens.

The title of this book is taken from Ebenezer Howard's visionary tract To-morrow: A Peaceful Path to Real Reform. Published in 1898 as a manifesto for social reform via the creation of Garden Cities, it proposed a new way of providing cheap and healthy homes, workplaces and green spaces in balance in cohesive new communities, underpinned by radical ideas about collective land ownership. While Howard's vision had international impact, in this book planning historian Stephen Ward largely honors the special place that Hertfordshire occupies on the peaceful path, beginning with the development of Letchworth and Welwyn Garden Cities. Both were established with Howard's personal involvement and slowly achieved most of his aims; both also emerged as havens for liberal-minded, creative, largely temperate communities. Stephen Ward then recounts in detail how the New Towns programme was created by the post-war British Government as an alternative way of realising Howard's vision. Although state involvement was not what Howard had wanted, the new approach overcame financial problems to allow faster development while maintaining the principle of collective (though no longer local) land ownership. During this dynamic era of new thinking in all areas of government, Hertfordshire was once again in the vanguard with bold and imaginative New Towns that met real social needs being created at Stevenage and Hemel Hempstead as well as at Hatfield and Welwyn Garden City. By 2011, over a quarter of Hertfordshire's population lived in its Garden Cities and New Towns. Nowhere else in the UK, or indeed the world, came so close to Howard's dream. The Garden City idea was admired globally, inspiring innovative planned settlements from Scandinavia to the United States, from the USSR to Australia. Yet this is not just a work of history: The Peaceful Path also examines the contemporary relevance of Howard's vision.
