In Turkey, the Information Society Strategy and Action Plans I (2006-2010) and II (2015-2018) prepared by the Ministry of Development pave the way for a knowledge-based and ICT-supported knowledge society. To increase awareness in the society, a series of conferences were organized between 2009 and 2012. This book complements the articles presented in these terms, which are available by a selection of articles that were not openly accessible previously. The resulting book brings together selected works of internationally-reputed academicians and practitioners, merging different e-merging perspectives on e-Government that signify citizen orientation, policy making, local governance and ICT use. This book will further the e-government dissemination and diffusion efforts revitalized with the new Information Society Strategy and Action Plan.

Comparative E-Government examines the impact of information and communication technology (ICT) on governments throughout the world. It focuses on the adoption of e-government both by comparing different countries, and by focusing on individual countries and the success and challenges that they have faced. With 32 chapters from leading e-government scholars and practitioners from around the world, there is representation of developing and developed countries and their different stages of e-government adoption. Part I compares the adoption of e-government in two or more countries. The purpose of these chapters is to discern the development of e-government by comparing different counties and their individual experiences. Part II provides a more in-depth focus on case studies of e-government adoption in select countries. Part III, the last part of the book, examines emerging innovations and technologies in the adoption of e-government in different countries. Some of the emerging technologies are the new social media movement, the development of e-participation, interoperability, and geographic information systems (GIS).

Many nations have developed an e-government strategy, and are rapidly expanding the use of ICT in governance by establishing online public services and digital collaboration between government ministries. However, successful implementation of e-government remains a challenge. The Regional Workshop on Designing E-government for the Poor assisted the participants to gain a better understanding of e-government, and build capacity for the planning and implementing e-government for the poor. The Workshop was intended to assist the participants in defining priorities and specific actions for progressing to e-government. Some of the topics addressed at this Workshop included: e-government programmes for the poor; re-engineering internal processes of government/public administration; factors critical to the successful implementation of e-government including e-training of government officials; stakeholder participation in e-government projects; building community and government leadership; and security and privacy issues in e-government.
