While Business-to-Consumer (B2C) e-commerce has increased sales opportunities for the seller, it has also created new threats for potential customers, one of which is their privacy invasion. Personal information privacy is becoming a matter of increasing concern over the Internet. In this review, a description of privacy concerns is attempted and empirical studies in this area are reviewed. The descriptive review includes the antecedents of privacy and security concerns, and privacy assurances. A description of privacy and security concern perspectives and dimensions is also reported in the area of current e-commerce development and policies in Malaysia. The conclusion for the study suggests that privacy assurances, such as Web privacy policy, legislation, and Internet seal of approval will contribute to reduce these perceived threats. It also appears that online privacy concerns are still not solved if personal information is not secured when the above policies and regulations cannot enforce the principles of data privacy. This implies that online security is an important feature to protect and secure personal information. Thus, privacy and security concerns can be a major critical risk factor for the success of B2C e-commerce. No prior studies have yet addressed the issue of privacy concerns in Malaysia. This may therefore need further research to understand the current practices here.

Governments need also to set up e-commerce laws and to enforce them so as to take appropriate measures against cyber crime. Merchants need to purchase more sophisticated version of software applications that have strong encryption, firewalls and other security tools. They also need to set up within their business organizations policies regarding security of information systems and should include statements on privacy and security in their websites text and graphics so as to assure online consumers. Vendors of computer systems should acknowledge that they need to be part of the solution to e-commerce security problems. Thus, they need to develop new techniques and new products so as to cope with current and future hackers' attacks. Through such commitment, safety and privacy will be promoted in e-commerce.

This book contains the Proceedings of the 21st IFIP TC-11 International Information Security Conference (IFIPISEC 2006) on "Security and Privacy in Dynamic Envir- ments" held in May 22-24 2006 in Karlstad, Sweden. The first IFIPISEC conference was arranged in May 1983 in Stockholm, Sweden, one year before TC- 1 1 was founded, with the active participation of the Swedish IT Security Community. The IFIPISEC conferences have since then become the flagship events of TC-11. We are very pleased that we succeeded with our bid to after 23 years hold the IFIPISEC conference again in Sweden. The IT environment now includes novel, dynamic approaches such as mobility, wearability, ubiquity, ad hoc use, mindhody orientation, and businesslmarket ori- tation. This modem environment challenges the whole information security research community to focus on interdisciplinary and holistic approaches whilst retaining the benefit of previous research efforts. Papers offering research contributions focusing on dynamic environments in addition to other aspects of computer security and privacy were solicited for submission to IFIPISEC 2006.
