Tetapi faktanya yang terjadi justru sebaliknya, selama lebih dari 30 tahun praktek penyelenggaraan Pemerintahan Orde Baru. DPR (Dewan Per-wakilan Rakyat) hanya menjadi lembaga tukang stempel (Rubber Stamps) (Tangkilisan, 2005 : 29), dengan demikan DPR (Dewan Perwakilan Rakyat) tidak menjalankan fungsi kontrolnya dalam rangka Check and Balances terhadap pemerintah.
