Recession, unemployment, poverty, urban decay, delinquency, vandalism, alienation, and inadequacy are everywhere evident in the advanced industrial countries. The role of welfare agencies in ameliorating the less pleasant symptoms of western society is widely recognized as crucial to its preservation. Social workers, the frontline agents of the welfare state, may well find that paradoxically the justification of their profession lies in the maintenance of a social and economic system that is the cause of the ills they are employed to confront and to which their everyday experience renders them fundamentally opposed. These essays are radical because they explore ways in which social ills may be cured rather than concealed. They challenge the relevance and long-term effectiveness of received ideas in social work and social work education—many of which remain rooted in the rapacious benevolence of Victorian philanthropy. The authors attempt to formulate codes and practices that may provide more realistic solutions to the problems of the socially unfit. At the same time they consider the questions that all social workers, whether students or professionals, radical or neutral, must at some stage ask themselves: How far can the needs of the single member be subsumed in the interests of his community? How far can the requirements of political organization and conscientization of the oppressed override the immediate need to salve the distress of one family or individual? How far can the means be sacrificed to the end?
