This book argues that contemporary Italian history has been marked by a tendency towards divided memory. Events have been interpreted in contrasting ways, and the facts themselves often contested. Moreover, with so little agreement over what happened, and why it happened, it has been extremely difficult to create any consensus around memory. These divisions have been seen at all levels, but take on particular importance when linked to the great traumatic and life-changing events of the Twentieth century - war, terrorism, disaster - but can also be applied to more cultural fields such as sport and everyday life. Social change also has an impact on memory. This book will take the form of a voyage through Italy (and into Italy's past), looking at stories of divided memory over various periods in the twentieth century. These stories will be interwoven with analysis and discussion.

Governments increasingly offer or demand apologies for past human rights abuses, and it is widely believed that such expressions of contrition are necessary to promote reconciliation between former adversaries. The post-World War II experiences of Japan and Germany suggest that international apologies have powerful healing effects when they are offered, and poisonous effects when withheld. West Germany made extensive efforts to atone for wartime crimes-formal apologies, monuments to victims of the Nazis, and candid history textbooks; Bonn successfully reconciled with its wartime enemies. By contrast, Tokyo has made few and unsatisfying apologies and approves school textbooks that whitewash wartime atrocities. Japanese leaders worship at the Yasukuni Shrine, which honors war criminals among Japan's war dead. Relations between Japan and its neighbors remain tense. Examining the cases of South Korean relations with Japan and of French relations with Germany, Jennifer Lind demonstrates that denials of past atrocities fuel distrust and inhibit international reconciliation. In Sorry States, she argues that a country's acknowledgment of past misdeeds is essential for promoting trust and reconciliation after war. However, Lind challenges the conventional wisdom by showing that many countries have been able to reconcile without much in the way of apologies or reparations. Contrition can be highly controversial and is likely to cause a domestic backlash that alarms—rather than assuages—outside observers. Apologies and other such polarizing gestures are thus unlikely to soothe relations after conflict, Lind finds, and remembrance that is less accusatory-conducted bilaterally or in multilateral settings-holds the most promise for international reconciliation.

A significant new look at the legacy of the Nazi regime, this book exposes the workings of past beliefs and political interests on how—and how differently—the two Germanys recalled the crimes of Nazism, from the anti-Nazi emigration of the 1930s through the establishment of a day of remembrance for the victims of National Socialism in 1996. Why, Jeffrey Herf asks, would German politicians raise the specter of the Holocaust at all, in view of the considerable support its authors and their agenda had found in Nazi Germany? Why did the public memory of Nazi anti-Jewish persecution and the Holocaust emerge, if selectively, in West Germany, while it was repressed and marginalized in "anti-fascist" East Germany? And how do the politics of left and right come into play in this divided memory? The answers reveal the surprising relationship between how the crimes of Nazism were publicly recalled and how East and West Germany separately evolved as a Communist dictatorship and a liberal democracy. Memory and the Impact of Political Transformation in Public Space explores the effects of major upheavals—wars, decolonization, and other social and economic changes—on the ways in which public histories are presented around the world. Examining issues related to public memory in twelve countries, the histories collected here cut across political, cultural, and geographic divisions. At the same time, by revealing recurring themes and concerns, they show how basic issues of history and memory transcend specific sites and moments in time. A number of the essays look at contests over public memory following two major political transformations: the wave of liberation from colonial rule in much of Africa, Asia, and Central and South America during the second half of the twentieth century and the reorganization of Eastern Europe and the former Soviet bloc beginning in the late 1980s. This collection expands the scope of what is considered public history by pointing to silences and absences that are as telling as museums and memorials. Contributors remind us that for every monument that is erected, others—including one celebrating Sri Lanka’s independence and another honoring the Unknown Russian Soldier of World War II—remain on the drawing board. While some sites seem woefully underserved by a lack of public memorials—as do post–Pinochet Chile and post–civil war El Salvador—others run the risk of diluting meaning through overexposure, as may be happening with Israel’s Masada. Essayists examine public history as it is conveyed not only in marble and stone but also through cityscapes and performances such as popular songs and parades.
