The 2005 rioting in France’s suburbs caught the world’s attention and exposed the limits of the Republic’s policies on the integration of "immigrant-origin" populations. This book examines academic and public discourses about young people of North African origin in France. The resurgence of such discussions in France, focusing on sensational questions of urban unrest, Islamic fundamentalism and the challenges of increasingly assertive cultural identities, means that it is all the more necessary not to overlook the "ordinary" majority of young French-North Africans. Their own preoccupations often go unnoticed in a context where issues such as violence in the banlieues and the threat of terrorism are pushed to the fore, sometimes with devastating consequences in terms of discrimination and exclusion. The book rebalances and nuances the debates about post-migrant North-African youth by drawing on extensive empirical research carried out in those suburbs of north-east Paris affected by the riots. It studies the construction of identity amongst this invisible majority and, by adopting an ethnographic approach, addresses the disjuncture between the sometimes inflammatory discourses about this population and their own experiences.

This dissertation examines the evolution of citizenship as a public philosophy in France since 1981. The quarter century since 1981 has been marked by increasing ethnic and religious diversity, the incomplete integration of second and third generation citizens as well as their non-European immigrant parents, and the rise of an anti-liberal response from the new right and the National Front. In the 1980s, a new discourse of multiculturalism and a new social movement of anti-racism emerged as a consequence of these factors. In France, however, multiculturalism and the emergence of a participatory civil society represented an unexpected challenge to French republicanism, a model of citizenship initially adumbrated in the late nineteenth century in a mostly rural state facing continued monarchist and counter-revolutionary forces. The dissertation analyzes the challenges of deep value pluralism and late modern individualism to the French republican idea. Through the discourses and analyses of social and political theorists, key public intellectuals, and leaders in the anti-racist movement, I analyze the evolution of civil society since 1981, from its problematic origins in the right to difference, to the more promising new citizenship politics. I explain how neo-republicanism, a reaffirmation of the lay republic and the French mission civilisatrice , came to replace the right to difference as the dominant model of citizenship by 1989. I argue that neo-republicanism is an anachronism: it represents the renewal of a combative laïcité designed to wage a battle against religious sentiment and premodern communities during the first half of the Third Republic, a period of modernization and nation-building. I theorize an enlarged conception of French laïcité that can harmonize a participatory multiculturalism and a democratized republicanism. Drawing upon the sociological resources of the new citizenship politics, I sketch a model of participatory multicultural republicanism that can successfully manage value pluralism while still providing for the enlightened moral development of citizens. The successful combination of multiculturalism and republicanism sketched in the study furnishes both a contribution to comparative political theory, and a modern vision of French exceptionalism.
