Master's Thesis from the year 2021 in the subject Politics - General and Theories of International Politics, , language: English, abstract: Corruption as a phenomenon is broadly explored and measured through a variety of different approaches to indicators. Corrupt practices, their causes, and effects vary from country to country. Similarly, the approaches to anti-corruption reforms, their design, and implementation practice differ in different country contexts. While the causes of corruption and their effect on the quality of governance are widely explored, the mechanisms that might influence and determine the functionality and effectiveness of anti-corruption reforms remain an underexplored subject in social sciences. As a consequence, this paper will test different branches of new institutionalist theory against the empirical evidence of the comparative qualitative case study of anti-corruption policies in Ukraine and Estonia. Given the institutional similarities at the beginning of both countries’ independent political trajectories, Ukraine and Estonia expose differences in how their anti-corruption policies are designed and how effective they are given their institutional context. By comparing the cases of anti-corruption reforms in Ukraine and Estonia, this thesis seeks to provide answers to the following research question: What factors explain the difference in the effectiveness and functionality of anti-corruption policies in Estonia and Ukraine? On 13 January 2021, a corruption scandal rattled Estonia. The Estonian prime minister, his center party, and the party’s secretary-general were named as suspects in a criminal investigation. The investigation revolved around property development in Estonia’s capital Tallinn. A development project in the city’s port district had received a state loan for enterprises hit by the Covid-19 pandemic. The investigation centered on whether people associated with the government used their political influence to help the developers to receive a large donation in party funds in return. The prime minister eventually resigned over the investigation.

This academic study examines how corruption is controlled in six Asian countries, namely Hong Kong, India, Mongolia, the Philippines, Singapore and South Korea. These countries illustrate between them three patterns of corruption control in Asian countries. Pattern 1 is demonstrated by Mongolia, which has anti-corruption laws but no independent agency. Pattern 2 is illustrated by India and the Philippines as they have many anti-corruption laws and anti-corruption agencies. Pattern 3 refers to the implementation of anti-corruption legislation by an independent anti-corruption agency and is best exemplified by Singapore and Hong Kong. Money greases the wheels of American politics from the local level to the White House. In the 2004 presidential campaign, President George W. Bush alone raised nearly $400 million in private and public funds—nearly twenty times the combined total raised by John Kennedy and Richard Nixon in 1960—to defeat challenger John F. Kerry, further fueling anxiety over the power of money to dictate political results. Melvin Urofsky, one of our nation's most respected legal historians, takes a fresh look at efforts to rein in campaign spending and counter efforts in the courts to preserve the status quo. He offers a thoughtful and balanced overview of campaign finance reform and the legal responses to it, from the Progressive era through the Supreme Court's landmark ruling in McConnell v. FEC (2003) and its impact on the 2004 election. Urofsky focuses especially on the 1971 Federal Election Campaign Act and 2002 McCain-Feingold or Bipartisan Campaign Reform Act (BCRA), and on challenges to both in the Supreme Court. In Buckley v. Valeo (1976), the Court upheld contribution limits but struck down expenditure caps on First Amendment grounds. In McConnell it upheld the key provisions of McCain-Feingold. In both cases, however, opponents argued that congressional control of campaign financing was an unconstitutional infringement of the free speech rights of campaign contributors. Urofsky deftly steers the reader through this contentious and complex history, revealing how both Congress and the courts have navigated uneasily between the Scylla of potential corruption and the Charybdis of suppressing political speech. Ironically, despite the Court's decision upholding McCain-Feingold, the 2004 presidential election was the most expensive in history—because, as Urofsky notes, money is the mother's milk of politics and both candidates and donors will always find ways to keep it flowing. His book provides an excellent and succinct guide to the controversies and historical debates emerging from that fact.
