This paper analyses the development of certification programmes in three countries (Indonesia, Canada and Sweden) using the Advocacy Coalition Framework (ACF) as a theoretical reference point. The ACF is an actor-based framework for analysing policy processes and has not previously been applied in a developing country. Actors in the three countries took different approaches to certification. In Canada, in a programme development process supported by the forest products industry, a management systems approach was taken. In Sweden, performance standards were developed in a process initially driven by NGOs. In Indonesia, certification was led by an NGO within a framework established by government, and a performance standards approach was used. The paper concludes that forest certification can be best understood as a policy instrument that promotes and facilitates policy-orientated learning among actors, and provides indirect incentives for improved forest management. Learning occurs both as the standards to be used for certification are developed, and as they are implemented. The benefits of learning and consensus building among actors (such as NGOs, forest companies, private forest owners, indigenous peoples, governments, etc.) who have traditionally been in conflict with each other can be significant. On the other hand, where fundamental changes in forest policy (such as tenure and forest revenue reform) are needed, certification should not be seen as a substitute for these A further conclusion is that, while public policies change over periods of decades, the private policies of retailers and forest product companies can adapt more rapidly to changing circumstances. The concept of a ‘fast track’ of private policy change, compared to the slower track of governmental policy change, is therefore proposed and described. A number of interesting theoretical and empirical avenues for further research on certification are discussed.

The Vietnam Forestry Development Strategy (VFDS) is one of the country’s most important plans for the forestry sector. The strategic directions, objectives and solutions within it differ from time to time, depending on the political goals and perspectives of the moment, as well as the role that the forestry sector plays in Vietnam’s overall socio-economic development. Regardless of such changes, inheriting lessons learned, developing the next strategy off the back of the experience gained from solving previous challenges, and taking advantage of opportunities, are always the top priorities of the Government of Vietnam. This report is the result of a collaboration between the Center for International Forestry Research (CIFOR) and the Vietnam Administration of Forestry (VNFOREST); it is intended to provide VNFOREST with input as they develop the new strategy. Based on secondary document research and stakeholder interviews, the report reviews achievements and challenges in the implementation of VFDS 2006–2020, as well as provides recommendations for policy makers to consider in the process of developing the new strategy. Research results show that, by 2020, Vietnam had exceeded a number of the goals set out in VFDS 2006–2020, including: (i) accelerating the growth of production value in the sector; (ii) increasing the export value of wood and forest products; (iii) increasing domestic wood production; and (iv) planting protection forest (PTF) and special-use forests (SUF). However, the forestry sector still faces many challenges when it comes to other key performance indicators, such as: (i) increasing the area of production forests (PDF) with certification of sustainable forest management (SFM); (ii) increasing large-diameter timber production; (iii) increasing revenue for forest environmental services (FES); (iv) securing forest and forest land for the purposes of allocation and leases; (v) reducing the number of poor households in forestry areas; and (vi) increasing the rate at which forestry workers are trained. Although some anticipated targets were not achieved, others were exceeded, for example: forest cover; reforestation after logging; reduction of forest protection violations; and scattered tree planting. That these goals were achieved or exceeded is the result of strong political commitment, policies trend-matching the market, improvements in central and local management capacity, the active support of international donors, and the involvement of civil society and the private sector. That some targets were not achieved is due to the challenges of implementing policy effectively, efficiently and equitably at grassroots level, lack of resources and funding, and some ambitious goals and targets not being realistic in the current economic, political and market contexts. Addressing these challenges requires a new approach and more effective economic, social and technical solutions. Development of VFDS 2021–2030 and the 2050 vision needs to consider the implementation achievements and challenges of the previous policy, as well as how to align with global trends, and balance these with the current political, economic and social development context in Vietnam. The direction of the new strategy must also be considered in the context of international requirements, to facilitate the mobilization of domestic and foreign financial resources to help modernize the industry, as well as enhance the forestry sector’s role and value in terms of poverty reduction, sustainable economic development and ensuring sustainable forest ecosystems.

People like forests- they have many emotional and cultural attachments to them. They also like forest products - and need increasing quantities of them. But they often don't like, don't understand, and don't trust what comes in between: forest management, which lies at the interface of public services (biodiversity, watersheds, etc) and private goods (timber, food, etc). Certification was developed to independently verify the quality of forest management, to communicate this to market players, and so to improve market benefits for the products of good management. The growing influence of the Forest Stewardship Council is one of the most striking recent developments in forestry. Certification is increasingly common in all continents. But has it actually improved forest management? Has it created sufficient market incentives? Above all, has it enabled trust to develop between stakeholders, so that they can work together better, to build the institutions required for sustainable forest management? The current paradigm of forest economics is based on Faustmann Formulation (FF) of land expectation value proposed by Martin Faustmann. It was a great achievement by a forester to propose a formulation that captures some fundamental economic features of capital theory which. However, the followers of the FF approach have trapped themselves into the past, and have not shown any indication of economic acumen of the great Faustmann. This has resulted in a common problem in the current paradigm of forest economics, known as Faustmann Forest Resource Economics (FFRE), to prescribe the application of a single (FF) approach to all situations irrespective of the specific features of the situation. The current state of forest economics is similar to that of neoclassical economics, and is full of inefficiencies. In neoclassical economics, inefficiencies are due to its “locked-in” position in rational economic man, while in forest economics inefficiencies are due to its “locked-in” position in the FF. The focus of this volume is on the new paradigm of forest economics termed as Post-Faustmann Forest Resource Economics (PFFRE). The first chapter lays the foundation of the PFFRE, and presents the key distinctions between the FFRE and the PFFRE. The volume includes twelve other chapters that address issues related to forest economics from perspectives different than the FFRE. Chapter 2 to 6 are focused on issues related to human behavior that is different than the rational economic man, Chapter 7 and 8 on public choice theory, Chapter 9 and 10 on systems approaches, and Chapter 11 to 13 on incremental approaches to incorporate new features in the FFRE.
