For more than thirty-five years, Thomas W. Dichter has worked in the field of international development, managing and evaluating projects for nongovernmental organizations, directing a Peace Corps country program, and serving as a consultant for such agencies as USAID, UNDP, and the World Bank. On the basis of this extensive and varied experience, he has become an outspoken critic of what he terms the "international poverty alleviation industry." He believes that efforts to reduce world poverty have been well-intentioned but largely ineffective. On the whole, the development industry has failed to serve the needs of the people it has sought to help. To make his case, Dichter reviews the major trends in development assistance from the 1960s through the 1990s, illustrating his analysis with eighteen short stories based on his own experiences in the field. The analytic chapters are thus grounded in the daily life of development workers as described in the stories. Dichter shows how development organizations have often become caught up in their own self-perpetuation and in public relations efforts designed to create an illusion of effectiveness. Tracing the evolution of the role of money (as opposed to ideas) in development assistance, he suggests how financial imperatives have reinforced the tendency to sponsor time-bound projects, creating a dependency among aid recipients. He also examines the rise of careerism and increased bureaucratization in the industry, arguing that assistance efforts have become disconnected from important lessons learned on the ground. In the end, Dichter calls for a more light-handed and artful approach to development assistance, with fewer agencies andexperts involved. His stance is pragmatic, rather than ideological or political. What matters, he says, is what works, and the current practices of the development industry are simply not effective.

As ethnic, racial, religious, and gender-based groups demand rights to pursue radically diverse lifestyles or maintain their cultural traditions, conflict seems inevitable, even in a free society. Government may offer remedies to social dilemmas—such as affirmative action, curbs on immigration, or protection of gay rights—but these may only fan the flames of resentment. Yet any society that tolerates and protects diversity is more likely to preserve the freedom to live one's life without interference. Emily Gill reexamines the liberal tradition to reconcile its core commitments to autonomy and diversity-values that in theory are complementary but in practice are often at odds-and to show that the interaction of these values determines how we as individuals become free. In Becoming Free, she argues that true freedom is enhanced through the promotion of diversity and the encouragement of rational reflection on the options it allows-and that limited choice or ignorance diminishes such freedom. Yet an incomplete freedom is what many individuals, groups, and states advocate when they commit to particular cultural traditions or religious beliefs, despite the autonomy they themselves enjoy. Unlike those who criticize liberalism for its shallow philosophical grounding, Gill shows it to have a substantive moral content grounded in the individual's capacity to make rational decisions based on critical reflection. In her tightly woven arguments, she explores real-world problems in a meaningful way for students and for anyone concerned with the future of liberalism, showing that becoming free is an ongoing process of human and social development.

Development aid faces fundamental problems, especially in fragile states. These problems were addressed regularly by various representatives, academics, politicians and practitioners. The Samaritan Dilemma and a case study on used clothing is presented. It is clear that only having good intentions is not enough to help out the poor. The econometric analysis on aid effectiveness has repeatedly offered hope and repeatedly disappointed. There are several reasons why the aid flow increases anyway. Chauvet and Collier (2004) use a different approach and show potential for efficiency enhancements, but their analysis suffers from several caveats. Nevertheless, potential is shown and the authors indicate how to address the problem. Furthermore, the idea of social businesses is introduced as a market based mechanism which allows for feedback and accountability. Recent initiatives, primarily pushed by private actors, give reason for hope. It is on the governments to provide the basic conditions in the fragile states and to back those initiatives which so far show the best results.
