Postcolonial Third World states have historically faced two major challenges: the promotion of economic development and the creation of stable democracies. These challenges persist today; in the face of globalization. While some developing former colonial countries have gotten a foothold up on globalization others are not so fortunate. In Democratization, Development and the Patrimonial State in the Age of Globalization author Eric Budd investigates and compares forms of patrimonialism in several developing states. The traditional criticism of development countries, leveled by liberal democracies and their constituents, is that too much patrimonialism acts as a barrier in the face of economic development and democratization. The author considers this criticism through a comparative study of the Philippines, Peru, Taiwan, Chile, Ecuador, and Indonesia. Each case holds a specific relationship to patrimonialism. Why some of Asia’s authoritarian regimes have democratized as they have grown richer—and why others haven’t Over the past century, Asia has been transformed by rapid economic growth, industrialization, and urbanization—a spectacular record of development that has turned one of the world’s poorest regions into one of its richest. Yet Asia’s record of democratization has been much more uneven, despite the global correlation between development and democracy. Why have some Asian countries become more democratic as they have grown richer, while others—most notably China—haven’t? In From Development to Democracy, Dan Slater and Joseph Wong offer a sweeping and original answer to this crucial question. Slater and Wong demonstrate that Asia defies the conventional expectation that authoritarian regimes concede democratization only as a last resort, during times of weakness. Instead, Asian dictators have pursued democratic reforms as a proactive strategy to revitalize their power from a position of strength. Of central importance is whether authoritarians are confident of victory and stability. In Japan, South Korea, and Taiwan these factors fostered democracy through strength, while democratic experiments in Indonesia, Thailand, and Myanmar were less successful and more reversible. At the same time, resistance to democratic reforms has proven intractable in Singapore, Malaysia, Hong Kong, China, Vietnam, and Cambodia. Reconsidering China’s 1989 crackdown, Slater and Wong argue that it was the action of a regime too weak to concede, not too strong to fail, and they explain why China can allow democracy without inviting instability. The question of whether democracy and development are allies or adversaries has long been debated and with the triumph of the democratic spirit worldwide the relationship between democracy and development has once again come to attract much attention globally. The collapse of the Soviet Union and the developments in Eastern Europe led to considerable rethinking in political circles on the efficacy of the economic policies pursued in those countries and the long-term viability of political systems prevalent there. Elsewhere, several newly industrialized countries are striving to consolidate their gains, though there are differing perceptions of whether their politics conform to the classical framework of democracy or not. In a remarkable turn-around, some other countries have initiated measures for economic reforms and structural adjustment, setting aside their earlier approaches towards economic management. In short, the last decades of this millennium have witnessed meaningful efforts worldwide on forging a new partnership between democracy and development. In February 1996, the Commonwealth Parliamentary Association jointly organized a conference entitled 'Parliamentary Democracy and Development': Allies or Adversaries?’ with the Wilton Park, an international agency of the British Commonwealth and Foreign Office in Wilton House, West Sussex, United Kingdom. The week-long conference brought together parliamentarians, diplomats, administrators, political scientists, economists and specialists from all over the world. The participants shared their views and experiences on diverse aspects of the main theme. This publication presents an essentially parliamentary perspective on the correlation between democracy and development based on the discussions at the Wilton Park conference and in the light of current thinking on the subject matter.

Building effective state institutions before introducing democracy is widely presumed to improve different development outcomes. Conversely, proponents of this “stateness-first” argument anticipate that democratization before state building yields poor development outcomes. In this Element, we discuss several strong assumptions that (different versions of) this argument rests upon and critically evaluate the existing evidence base. In extension, we specify various observable implications. We then subject the stateness-first argument to multiple tests, focusing on economic growth as an outcome. First, we conduct historical case studies of two countries with different institutional sequencing histories, Denmark and Greece, and assess the stateness-first argument (e.g., by using a synthetic control approach). Thereafter, we draw on an extensive global sample of about 180 countries, measured across 1789–2019 and leverage panel regressions, preparametric matching, and sequence analysis to test a number of observable implications. Overall, we find little evidence to support the stateness-first argument.
