The global trend toward democratization of the last two decades has been accompanied by the resurgence of various politics of "identity/difference." From nationalist and ethnic revivals in the countries of east and central Europe to the former Soviet Union, to the politics of cultural separatism in Canada, and to social movement politics in liberal western-democracies, the negotiation of identity/difference has become a challenge to democracies everywhere. This volume brings together a group of distinguished thinkers who rearticulate and reconsider the foundations of democratic theory and practice in the light of the politics of identity/difference. In Part One Jürgen Habermas, Sheldon S. Wolin, Jane Mansbridge, Seyla Benhabib, Joshua Cohen, and Iris Marion Young write on democratic theory. Part Two--on equality, difference, and public representation--contains essays by Anne Phillips, Will Kymlicka, Carol C. Gould, Jean L. Cohen, and Nancy Fraser; and Part Three--on culture, identity, and democracy--by Chantal Mouffe, Bonnie Honig, Fred Dallmayr, Joan B. Landes, and Carlos A. Forment. A new emphasis on diversity and difference is displacing older myths of nation or community. A new attention to gender, race, language or religion is disrupting earlier preoccupations with class. But the welcome extended to heterogeneity can bring with it a disturbing fragmentation and closure. Can we develop a vision of democracy through difference: a politics that neither denies group identities nor capitulates to them? In this volume, Anne Phillips develops the feminist challenge to exclusionary versions of democracy, citizenship and equality. Relating this to the crisis in socialist theory, the growing unease with the pretensions of Enlightenment rationality, and the recent recuperation of liberal democracy as the only viable politics, she builds on debates within feminism to address general questions of difference. When democracies try to wish away group difference and inequality, they fail to meet their egalitarian promise. When yearnings towards an undifferentiated unity become the basis for radical politics and change, too many groups drop out of the picture. Through her critical discussions of recent feminist and socialist theory Anne Phillips rejects this democracy of denial. She also warns, however, of the dangers on the other side. The simpler celebrations of diversity risk freezing group differences as they are, encouraging a patchwork of local identities from which people can speak only to themselves. Her arguments then combine in a powerful restatement of the case for a more active and participatory democracy. It is only through enhanced communication and discussion that people can respect and learn from their differences.

American democracy faces severe challenges today, as everyday life gathers pace, national borders become increasingly porous, and commodity culture becomes more dominant. Democracy and Vision assembles a cast of prominent political theorists to consider the problems confronting political life by reviewing, assessing, and expanding on the ideas of one of the most influential political thinkers of the past forty years, Sheldon Wolin. The book consists of three sections linked by the underlying theme of Wolin's monumental effort to define ''the political'' and the conditions of democratic life. In the first, Nicholas Xenos, George Kateb, Fred Dallmayr, and Charles Taylor focus, in particular, on whether mass political participation, sustainable in times of upheaval as what Wolin aptly termed ''fugitive democracy,'' can be buoyed by political institutions during periods of stability. In the second section, Wendy Brown, Aryeh Botwinick, Melissa A. Orlie, and Anne Norton examine the relevance of Wolin's ideas to current debates about, for example, social diversity and the commercialization of culture. In the last, Stephen K. White, Kirstie M. McClure, Michael J. Shapiro, and J. Peter Euben address globalization and temporality in relation to Wolin's narrative of decline, asking, among other things, whether citizenship today must incorporate a cosmopolitan dimension. Recent scandals like WikiLeaks and Edward Snowden's disclosure of NSA documents have brought public debates over government accountability and secrecy bubbling to the surface. How can modern democracies balance the need for privacy in delicate foreign policy matters with the necessity of openness in gaining and maintaining the trust of citizens? Democracies keep secrets from potential enemies and their citizens. This simple fact challenges the surprisingly prevalent assumption that foreign policy successes and failures can be attributed to public transparency and accountability. In fact, the ability to keep secrets has aided democratic victories from the European and Pacific theatres in World War II to the global competition of the Cold War. At the same time, executive discretion over the capacity to classify information created the opportunity for abuse that contributed to Watergate, as well as domestic spying and repression in France, Norway and Canada over the past forty years. Therefore, democracies face a secrecy dilemma. Secrecy is useful, but once a group or person has the ability to decide what information is concealed from a rival, citizens can no longer monitor that information. How then can the public be assured that national security policies are not promoting hidden corruption or incompetence? As Democracy Declassified shows, it is indeed possible for democracies to keep secrets while also maintaining useful national security oversight institutions that can deter abuse and reassure the public. Understanding secrecy and oversight in democracies helps us explain not only why the Maginot Line rose and the French Republic fell, or how the US stumbled but eventually won the Cold War, but more generally how democracies can benefit from both public consent and necessary national security secrets. At a time when ubiquitous debates over the issue of institutional accountability and transparency have reached a fever pitch, Democracy Declassified provides a grounded and important view on the connection between the role of secrecy in democratic governance and foreign policy-making.
