Africa has made notable progress in its nascent democracy but with uneven performance across countries. However, across the board, challenges abound. Central to Africa’s checkered democratic narrative is the weakness of its democratic institutions, participatory mechanisms and accountability platforms. This book interrogates these elements with the role and capacity of the parliament, political parties, media, freedom of information law, trade union movements, gender empowerment mechanisms and accountability methods and processes all under examination. The weakness of democratic institutions has had a corrosive effect on political accountability and limits the scope for popular participation in governance. In many countries, innovative practices, and new social and political encounters are emerging that challenge old institutional cultures, promote reforms and demand accountability from the governing elite. The book captures these varied, innovative patterns of democratic change. Since the global financial crisis of 2008, advanced economies have been making various efforts to overcome the economic impasse. While the contrast between the countries that have escaped from the crisis relatively quickly and those still suffering from serious problems is becoming clearer, a new economic crisis stemming from newly emerging economies has again impacted advanced economies. In retrospect, both leftist and rightist governments in advanced economies pursued expansive macroeconomic and welfare policies from the post-WWII period to the oil shocks of the 1970s. While we recognise that the particular policy regime in this ‘Golden Decades’ during which the left and the right implemented similar policies cross-nationally, were characterised by outstanding economic growth in each country, the specific growth patterns varied across countries. Different social coalitions underpinned different growth models. This book is premised on tentative conclusions that Magara and her research collaborators have reached as a result of three years of study related to our previous project on economic crises and policy regimes. Recognising the need to analyse fluid and unstable situations, we have set up a new research design in which we emphasise political variables—whether political leaders and citizens can overcome the various weaknesses inherent in democracy and escape from an economic crisis by establishing an effective social coalition. A new policy regime can be stable only if it is supported by a sufficiently large coalition of social groups whose most important policy demands are satisfied within the new policy regime.

The West and the East approach economic development differently. The Europeans and Americans stress free and fair business climate, promoting private activities generally without picking winners, and improving governance. East Asia is interested in achieving concrete results and projects rather than formal correctness, prioritizing a few sectors for industrialization, and eventual graduation from aid. The West mostly shapes shifting strategies of the international donor community while the East has in reality made remarkable progress in industrial catch-up. The two approaches cannot be merged easily but they can be used in proper combination to realize growth and economic transformation. This book proposes more dialogue and complementarity between the two in the development effort of Africa and other regions. In this collected volume, contributed by experts and practitioners from both East and West, the need to introduce Eastern ideas to the global development strategy is emphasized. Analysis of British and other Western donor policies is given while Japanese, Korean, and other Asian approaches are also explained with concrete examples. The concept of governance for growth is presented and the impact of rising China on development studies is contemplated. For the last three decades, the Neoliberal regime, emphasising economic growth through deregulation, market integration, expansion of the private sector, and contraction of the welfare state has shaped production and consumption processes in agriculture and food.
